Job Description:

Context:

 

Under the overall supervision of the Head of Human Resources, technical supervision of the Human Resources Officer (HRO) and administrative supervision of the Head of Sub Office (HoSO); and in collaboration with relevant programme team, the successful candidate will be responsible and accountable for coordinating the Human resources functions in respective sub-offices.

 

Core Functions / Responsibilities:

 

  1. Serve as HR focal point and support the coordination of Administrative and HR activities with HR Kabul, programme and non-programme staff within the area of responsibility.
  2. Contribute to the smooth running of the Human Resources (HR) daily functions in the sub office to follow-up that the Human Resources functions are carried out in accordance with the organization’s regulations and procedures.
  3. Familiarize staff members in the sub-office on the IOM Human Resources regulations and procedures, including but not limited to the Standards of Conduct, Unified Staff Rules and Regulations (USRR) and policies related to third party contractors; updating oneself of the changes and its implications when carrying out day to day work, reporting any breach or deviations to the HRO or HoSO for corrective measures.
  4. Support the recruitment and selection of national staff in sub-offices by reviewing applications organizing interviews, contacting candidates, onboarding formalities of new staff including medical examination in line with the recruitment policy.
  5. With the guidance from the HR Officer, support staff members in sub-offices on their rights, entitlements and responsibilities.
  6. Contribute towards staff retention, talent management and development of Staff members working in the area of responsibility.
  7. Establish an archiving system for personnel documents for both electronic and physical files; Verifying files are tagged and maintained in a systematic, methodical, and meticulous manner.
  8. Act as a timekeeper and ensure timesheets and attendance record of IOM staff and third-party contractors are signed by supervisor/HoSO and send to relevant unit on monthly basis as well as CTG (for TPCs).
  9. Follow up with staff and supervisors on timely completion of performance evaluation and report the compliance on quarterly basis.
  10. Following IOM general guidelines, prepare a system for incoming and outgoing correspondence and letters.
  11. Perform other related duties as assigned.
 

Job Requirements:

Education

Bachelor’s degree in Human Resources Management, Business Administration, Psychology, or related field of study with two (2) years of relevant professional experience

or

College Diploma in the above-mentioned field of studies with four (4) years relevant professional experience.

 

Experience

 

  • Solid experience in Human Resources management support in areas such as Recruitment & Selection, Payroll, Personnel File Management, Leave Management, Performance Management, release of Terminal Emoluments and other entitlement management, etc.
  • Demonstrated experience in the use of ERP systems such as SAP, Oracle etc is highly advantageous.
  • Demonstrated ability to maintain confidentiality.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

SKILLS

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage.
  • Communication & Negotiation Skills
  • Ability to work with minimal supervision in a multi-cultural organization.
  • Accuracy & Attention to Details.

 

Languages

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
