Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

 

Job Description:

  • Coordinate and supervise Clinical Services of the entire hospital and report to the Hospital Manager on daily basis.
  • Conduct daily ward rounds for observation and review of patients.
  • Regularly monitor patients' progress
  • Responsible for all day-to-day activity of the Doctors, Nurses (through Head Nurse), Midwives, Laboratory, X-ray, Pharmacy, and other paramedical staff.
  • Responsible for overall supervision of all doctors, nurses, and midwives in the hospital and ensure adequate coverage of all indoor shifts in Bamyan Provincial Hospital, Emergency OPD
  • Responsible for endorsement of duty rosters for the entire shift & 24 hrs on-call staff, leaves, medical certification for sick leaves, permissions, etc and communicate same to the Hospital Manager
  • Coordinate Doctors' daily morning meetings, weekly grand rounds, arrange competency-based continuing education programs for staff, mortality review meetings, death & clinical audit, and other clinical quality improvement activities.
  • Coordinate and supervise Pharmacy and Diagnostic services such as Laboratory. X-Ray, ECG and Ultrasound and emergency services.
  • Serve as Chairman of the Quality and patient safety, infection prevention and control, HMIS, DTC, Medical ethics, mortality and MNDSR.
  • Organize and prepare annual performance appraisal of Doctors and Technical Staff through their heads of departments.
  • Participate in the preparation of the monthly activity and status reports for clinical departments.
  • Support external relations of the hospital working as a team amongst clinical staff.
  • Ensure availability for monitoring activities of the hospital over 24 hours and resolve all emergency issues.
  • Maintain regular contacts with doctors of other departments to ensure the harmonization of patients' management.
  • Review and develop appropriate policies and procedures for patients' health care to formulate best practice guidelines.
  • Liaise with consultants on handling specialized cases in the provision of patients' health care.
  • Prepare timely and accurate medical reports and participate in clinical audits and mortality reviews.
  • Teach other health care providers about specific techniques of services.
  • Ensure effective management of wards, clinics, and other units of relevant clinical departments.
  • Observe and comply with environmental health and occupational safety measures and regulations.
  • Evaluates performance of doctors daily and acts as a resource person to them by guiding them appropriately
  • Attend Mortality and Morbidity meetings and ensures that active follow-up is done with the recommendations and conclusions from there-in
  • Train Drs and supervise Standard Based Management implementation across clinical depts.
  • Reinforce compliance with all hospital and Clinical policies and procedures and quality assurance processes.
  • Support linkage of the department to other units and programs across the province.
  • To ensure rational use of resources in the hospital.
  • Member of risk management committee.
  • To lead the SafeCare taskforce team.
  • Assessment and reporting of HNMC, SBM and 11 KPI on quarterly basis.
  • Act as a Hospital Manager in absence of the hospital manager.
  • Any other duties assigned by the Hospital Manager
 

Job Requirements:

Education: Educational: Specialist Training in Any Clinical Discipline (MED/SURG/PEADS, etc) or equivalent from a recognized institution

 Experience: Working experience of 6 years in relevant specialty.

  • Specialization in Hospital/health care administration or 2 years’ experience in a hospital’s clinical management and/or overall management

Skills:

  • Good computer skill in word, excel, MS office,
  • Good spoken and written English language skills.
  • Good coordination skills
  • Good communication and interpersonal skills.
  • Able to work independently and can take initiative.
  • Flexible team player

Technical Skills:

  • Experience in training Doctors.
  • Knowledge of Essential Package of Hospital Service and Basic Package of Health Service policies and Knowledge of Working Dari.

              Personal Characteristics: Flexible team worker.
