The purpose of the US Agency for International Development (USAID) Assistance to Legislative Bodies of Afghanistan (ALBA) is to support the development of the Afghan Parliament, Enabling it to operate as an independent and effective legislative, representative, and oversight body. The project’s duration will be five years period, beginning 2 April 2013. The three components of the program are: Legislative Support; Oversight; and Public Outreach. All three components will contribute to the sustainable institutional development of the Afghan Parliament. All three components have been identified by the Parliament as the key areas of need.
The Finance Officer will be responsible to implement DAI finance Policies and Procedures, review of the payment request/ documents, processing the disbursement vouchers in FAS & generation of the excel sheets to create the Field Expenses Reports (FERs) bi-weekly. S/he will provide support in other finance areas as necessary. The Finance Officer will process all transactions related to the DAI/ALBA.
Objectives and Responsibilities:
The Finance Officer will perform the following functions but not limited,
Review and process the documentation received from the vendors and posting the disbursement vouchers in Financial Accounting System (FAS).
Prepare the payment request based on the received documents
Export from FAS all posted expenditures to the Field Expenses Report (FER) biweekly basis with the purpose of uploading the local expenditures to the ORACLE system.
Prepare bank and Petty Cash reconciliations of DAI/Alba project accounts on biweekly basis.
Keep a close follow up on operational cash advances to clear them according to the internal control procedures.
Process on time the transferring of withheld income taxes on salaries, leases and procurement (Purchase Orders and Sub-contracts) as well as to keep a tracking system with the purpose of making periodic reconciliations with the Ministry of Finance (MOF).
Review and process CCN monthly payroll.
Processing of all cash transactions and wire transfer payments.
Keep all salary related information/documentation strictly confidential.
Ensure that financial files are labeled, organized and audit compliant in accordance with USAID and DAI rules and regulations.
Other tasks as required by the finance manager.
University degree (BBA or CAT)
At least 4 years work experience, preferably with international donor-funded projects or relevant programs in Afghanistan.
Fluency in English and Pashto, Dari a plus
Excellent verbal and written communication skills.
Computer literate with e-mail, word processing and spreadsheet.
Ability to design database and prepare meaningful reports.
The Finance Officer will report to the Senior Finance Officer.
