The USAID funded, Jhpiego-led HEMAYAT is a five-year project aiming to exponentially increase access to, utilization of and demand for high-quality, gender-sensitive and sustainable MNH services provided by the Afghanistan Ministry of Public Health’s (MoPH’s) Basic Package of Health Services (BPHS) and the private sector. This project emphasizes reaching vulnerable populations with high-quality services, especially women, youth and rural Afghans. To access to higher levels of care, we also strengthen referral systems to hospitals via the Essential Package of Hospital Services (EPHS) at the provincial level. At the core of the project’s technical approach is capacity building and a systematic transition of the project’s agenda to the MoPH’s national and provincial health authorities.
The Consultant will be based in 5 regions (Kabul, Nangarhar, Balkh, Herat and Kandahar) and will work in a mentoring team to implement integrated whole team, on-site mentoring for quality improvement to support strengthening maternal and newborn health and family planning services at selected national, regional, district hospitals and Comprehensive Health Centres (CHC).
KEY DUTIES AND RESPONSIBILITIES:
Advocate for clinical mentorship and negotiate with hospital management for buy-in to onsite mentoring and quality improvement
Support formation of facility quality improvement team and selection of onsite clinical representative for mentorship program
Facilitate initial assessment, analysis and action plan for improvement, learning and data strengthening
Develop detailed mentoring schedule for monthly visits to each facility including: improvement plan follow up, learning activities and data review
Support preparation for learning sessions (e.g. training supplies, care of models, commodities, learning tools)
Facilitate monthly mentoring visits for quality improvement, learning and data strengthening
Role model behaviour and practices (e.g. respectful maternity care)
Work with onsite clinical for mentorship program to plan for on-site practice
Coordinate mobile phone based mentoring to service providers and support practice of skills
Participate in training and technical updates to ensure that knowledge, skills and competencies are current and Ensure competence in technical and mentoring skills
Data Support, Record Keeping and Reporting:
Support facility team to discuss and analyses data, update dashboard and submit data every month
Ensure adequate and organized record keeping of activities including mentoring plans, implementation progress, mentoring visits
Share records with relevant stakeholders and supervisors as needed
Write and submit timely reports as required including key issues, achievements, successes, challenges and lessons learned.
Provide regular feedback of the planned activities and the challenges to provincial team (Provincial Program Manager and Provincial Coordinator) and Clinical Team in Kabul on daily and weekly basis.
Attend to RMNCAH and MNDSR provincial committee meetings with provincial coordinators and provide the progress of mentorship in targeted health facilities.
Any other task assigned by the supervisor
