The Supreme Audit Office (SAO), Afghanistan is the Supreme Audit Institution (SAI) in the country, which conducts audit of the accounting and financial activities of all the Government budgetary entities and State Owned Entities (SoEs) of the Government of the Islamic Republic of Afghanistan (GoIRA). The mandates, functions and authority of the SAO are enshrined in the Supreme Audit Office Law. The SAO has the mandate to conduct Audit of the Qatia Statements, which is the annual financial statements of the GoIRA, Financial Audit of the SoEs, Compliance Audit, Performance Audit and special audits of government entities.
Funded by the World Bank under the FPIP- Fiscal Performance Improvement Support Project (FSP) and implemented by SAO, the objective of the assignment is to contribute to the GoIRA’s strategic vision “Realizing Self-Reliance: Commitments to Reforms and Renewed Partnership”. This vision has been translated into two key flagship reform programs. The first is the Afghanistan National Peace and Development Framework (ANPDF). The second complementary reform program – to which the FSP directly contributes through implementation support to the FPIP – is the GoIRA’s PFM Road Map.
The Office of the Legal Advisor of the SAO deals with all the legal and legislative matters pertaining to the SAO.
Objectives of the Assignment
Under the FSP financing, the SAO intends to hire an Expert with experience in legal cases management and database preparation and management to provide to the SAO’s Legal Advisor’s Office with the required support. The Expert would be required to provide support in activities related to judicial cases management and development of legal advisor office database.
Duties and Responsibilities:
To develop general, monthly and weekly work plan and other related plans in compliance with legal advisor office plan and SAO strategic plan.
To standardize and arrange filing system of judicial cases (referred cases, detection procedures completion cases and experts and miscellaneous cases) and other documents of legal advisor office.
To record and register information in electronic system (Database) of legal advisor office.
To extend the database of legal advisor office for enhanced performance and promotion of Ms. Excel database to Ms. Access as per legal advisor office requirements.
To transfer all related information of judicial cases from current database to new database and scrutinize the accuracy of information.
To exchange the knowledge and train the executive officer of legal advisor’s office to use filing and cases register system in Ms. Access database effectively.
To consistently update new Ms. Access database of legal advisor office in respect of requirement items and registerable information.
To register information of cabinet decisions, council of ministers, high council of rule of law and anti-corruption and its sub-committees relevant to SAO and follow up on time implementations of legal advisor office and report the progression.
To actively contribute in preparation of reports for SAO management.
To follow and visit the ministry of Justice’s website and other line bodies for awareness and reporting on uploading of legislative documents relevant to SAO and regularly report to legal advisor.
To contribute on time and accurate implementation of FPIP plan and other plans.
To conduct training programs for SAO staff, about Legal issues; especially in criminal cases at SAO jobs areas.
To report all performances to legal advisor
Any other duties assigned.
This position will be paid as per the National Technical Advisor (NTA) policy. The contract extension shall be subject to the performance appraisal of the Expert, the Expert is required to present monthly progress report to the Legal Advisor.
Outputs & Deliverables
The Expert shall be required to submit the following outputs –
Inception Report covering a situation / status analysis in the area of assignment within a month of joining the position including work plan.
Inputs for FPIP plan within two weeks of joining.
Monthly report by 5th of the following month providing details of progress of work in relevant areas as per the responsibilities and duties.
Standardization and arrangement of filing system of judicial cases within one month of joining.
Creation, transfer, completion of database of cases within three months of the joining.
Training and sensitization programme during the assignment period.
Preparation of list of legal documents, legislative / statutory documents relevant to audit, public financial management and corruption in public affairs within five months of joining.
LLM / Masters in Public Ppolicy, E-administration and other related fields.
Knowledge of filing system and office management
Complete knowledge of MS Office package specially MS Excel and MS Access
Knowledge of policy and strategy
Fluent in English
Other relevant skills
At least 4 years’ experience in cases management and/or administrative affairs in legal field and also these areas:
Experience in practical usage of database
Experience in standard filing system
Experience in conducting of Legal training programs in High level.
Other job relevant experience.
Fluent in English language
Complete knowledge of Ms-Office package specially Ms. Excel and Ms. Access
Proposal writing skill
