Terms of Reference - Consultancy for Country Office Strategy Development

  1. Background

CARE International in Afghanistan is seeking a consultant to develop a comprehensive three-year Country Office (CO) Strategy aligned with the organization's vision and key strategic frameworks. The strategy will address the unique challenges and opportunities in Afghanistan, focusing on reducing poverty and inequality through effective programming and partnerships.

  1. Objectives
  • Conduct a thorough assessment of the current business plan, strategic annual and program plans, and activities.
  • Develop a validated schedule for the country strategy design process with clear timelines, working materials, and guidance.
  • Create a final Country Strategy Theory of Change and a yearly focused Framework.
  • Establish a 3-year CO strategy framework with yearly strategic objectives supported by a dynamic results matrix and measurable indicators.
  • Produce a comprehensive Country Office Strategy document after incorporating feedback and comments from the CARE team.
  1. Scope of Work
  • Analyze the Response Strategy (2021-2024) for relevance and alignment, providing recommendations for increased effectiveness.
  • Review key internal/external documentation and meet with the Senior Management Team (SMT) to understand current challenges and scope.
  • Collect data through workshops, meetings, and consultations with CARE Afghanistan staff, partners, and allies.
  • Develop the country's strategy, incorporating the Theory of Change and business plan in collaboration with the CO team.
  1. Duration

The consultancy will run from 1st June 2024 to September 2024, with a requirement of 60 days of work. A design workshop will be scheduled alongside Emergency Preparedness planning.

  1. Requirements
  • 10+ years of experience in strategic planning, organizational development, or related disciplines with INGOs.
  • Previous experience working with CARE International or other CARE offices.
  • Proven expertise in facilitating design workshops for strategic planning and program design.
  • Experience in designing and evaluating partnership strategies.
  • Strong understanding of partnership challenges and localization issues.
  • Knowledge of civil society organizations in developing countries, particularly INGOs.
  • Proficiency in developing Theory of Change and business models.
  • Excellent interpersonal, oral, and written communication skills.
  • Ability to meet deadlines and deliver high-quality work.
  • Proficiency in English.
  1. Deliverables
  • Individual reports of all assessments and analyses conducted.
  • Validated schedule of the country strategy design process.
  • 3-year CO strategy framework with yearly strategic objectives, results matrix and action plan.
  • Comprehensive Country Office Strategy document incorporating feedback and comments from the CARE team.
  1. Reporting Structure

The consultant will report to the Deputy Country Director - Programs, CARE Afghanistan.

  1. Application Process

Interested consultants should submit a technical and financial proposal based on the ToR. The selected consultant will be offered a hiring contract based on the proposal submitted.
