About Dutch Committee for Afghanistan (DCA):

DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian program in 15 Provinces of Afghanistan. In 2021, we were able to benefit more than 586,000 vulnerable Afghans in building their resilience.

DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting.   DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as COV-19) will continue to be our fundamental guiding principles.

 

Project background:

DCA, along with its partners, 72 livestock value chain companies and the grassroots communities has been engaged in building the livestock market systems development in the last 3 decades. This project will focus on inclusive livestock value and supply chains (specifically small ruminants inputs and their byproducts) from the grassroots to district, provincial and national levels. Our recent survey indicated that the demand for livestock inputs and final byproducts such as carpets, and entrepreneurial skills among the communities in the project targets is growing. Through implementation of inclusive value chains at each level of the production and marketing of the products, people at high risk of vulnerability will be parts of the project. Although the products for the chain are selected based on the priorities at the initial assessment and baseline surveys, we also agree that those value chains implemented under the sister project of DAI will not be prioritized. 

 

The Goal of the project is to enhance access to livelihoods, and income using inclusive, market-driven and sustainable development to 27,471 direct and 192,297 indirect beneficiaries of the production and value chain actors through the establishment of new or already existing sales points (stop shops).   

 

With focus in 21 provinces of the Central, Southern, Northern, Eastern and Western Regions due to the potential of cashmere and wool, the project addresses livelihoods improvement and income generation through engagement of the farmers/herders and stop shops. The project maintains existing businesses along the value chains of small ruminants for pastoralists and farmers in the target provinces. DCA equips existing paravets and the VFU networks to increase access to livestock services; increase value chains of selected products (wool and cashmere); improve supply of livestock feed through voucher systems; and organize men and women to buy products from the stop-shops using the voucher.

 

The project has 3 outcomes:

 

Outcome 1: Increased prices of livestock products (cashmere and wool) compared to the sales price in the villages through linkages with stop-shops to pastoral and agrarian women and men in the target provinces.

Outcome 2: Existing sales points and stop-shops strengthened in villages, districts, and provinces to promote access of small ruminant products from farmers/pastoralists in the target areas. Income generated for producers, sellers, and buyers.

Outcome 3: The quality and quantity of cashmere and wool sold to cashmere exporters and carpet wool related businesses enhanced.

 

Job Description:

General Position Summary:

The community mobilizer will work closely with the herders in the villages and districts level, mobilize male and female herders, enhance their capacity to identify livestock extension and business development issues, develop plans and retain sustainable income resources. Their role is to facilitate active participation of all beneficiaries (stop-shop keepers, VFUs, herders, elders, customary leaders, religious leaders etc) in the project activities including planning, baseline study, assessment, monitoring and appraisal. 

Duties and Responsibilities

  • Mobilize the communities and carry out field assessments such as Baseline survey, project progress, impact survey etc.
  • Organize and conduct extension activities for pastoralist and local herders in targeted provinces.
  • Community mobilizer create linkage among herders, VFUs and Stop shop keepers.
  • Provide inputs, basic assets and financing support for herders and stop-shop keepers.
  • Community mobilizer train the herders about the sorting and harvesting of cashmere and wool.
  • Community mobilizer provide training and technical advice to herders about animal health and husbandry.
  • Convey extension packages to male and female extension groups.
  • Plan and conduct farmers field day in the provinces as required
  • Regularly update Provincial Coordinator and marketing advisor about events and the progress of field activities.
  • Represent DCA in targeted community whenever needed.

Conduct all other works which are being assigned by Provincial coordinator.

 

Job Requirements:

  •  DVM, Vet Assistant, Animal Science and Agriculture extension
  • Work experiences of 4 years with livestock and extension related practices with non-profit organizations.
  • Strong interpersonal and communication skills to deal with community.
  • Team work and time management skills
  • Excellent verbal/written knowledge of Pashto and Dari.
  • Acceptable knowledge of English.
  • Computer literacy in MS Office packages and spreadsheets will be an asset
  • Should be able to travel within the targeted locations.
