Job Description:
1. Position Summary
The Finance/Admin Officer will play a key role in managing the company’s financial operations and ensuring smooth administrative support. The position involves handling all aspects of finance, including taxation, compliance, reporting, salary processing, and project-related financial management, while also supporting administrative, procurement, and filing functions. The ideal candidate should be detail-oriented, ethical, and capable of managing multiple responsibilities in a fast-paced private-sector environment.
2. Key Responsibilities
A. Finance
- Maintain accurate and up-to-date financial records, ledgers, and supporting documentation.
- Prepare, review, and process vouchers, invoices, receipts, and payment documents.
- Manage income, expenses, advances, and project-related financial transactions.
- Ensure timely and accurate payroll preparation, salary distribution, and deductions.
- Handle all tax-related matters, including salary tax, income tax, and organizational tax submissions.
- Prepare and submit required financial reports to the Ministry of Finance and other relevant authorities.
- Support annual audits and coordinate with auditors, tax consultants, and government departments.
- Monitor cash flow, reconcile bank and cash accounts, and prepare monthly financial summaries.
- Maintain proper filing systems for all financial records in both digital and hard copy formats.
- Ensure compliance with Rokyan’s financial policies, procedures, and Afghanistan financial regulations.
- Use accounting software such as QuickBooks, Tally, and MS Excel for financial management and reporting.
- Track project expenditures and assist in preparing financial reports for internal and external purposes.
- Review supplier and vendor payments, ensuring proper documentation and authorization.
- Maintain control over petty cash and ensure proper documentation of daily financial movements.
B. Administration and Procurement
- Support daily administrative operations and maintain organized filing systems.
- Assist in procurement processes including purchase requests, quotation collection, and vendor selection.
- Maintain records of purchases, contracts, and administrative correspondence.
- Monitor office supplies and ensure timely procurement of necessary materials and services.
- Maintain and update inventory and asset registers.
- Support logistical arrangements for meetings, trainings, and events.
- Provide administrative support to the Operations Head and management team as needed.

3. Required Qualifications
- Bachelor’s degree in Finance, Accounting, or Business Administration (Master’s degree preferred).
- Minimum of 2–5 years of experience in finance and administration, preferably within the private sector.
- Strong knowledge of Afghanistan taxation, labor law, and government financial reporting requirements.
- Proficiency in accounting software such as QuickBooks, Tally, and advanced MS Excel.
- Demonstrated ability in budgeting, cash management, and financial reconciliation.
- Excellent attention to detail and organizational skills.
- Strong written and verbal communication in English, Dari, and Pashto.
- Proven integrity, confidentiality, and professionalism in handling sensitive information.
- Ability to work independently and manage competing priorities effectively.
