Job Description:


  • Cascading OCHR Code of Conduct to various key stakeholders through trainings and/or other means. In collaboration with other departments facilitate training on fraud awareness and major donor compliance rules and regulation as necessary.
  • Assisting management to effectively identify, document and mitigate compliance risks associated with program and operations activities.
  • Assisting in investigations upon request and approval of the Regional Compliance Coordinator.
  • Developing an Issue Log for management agreed upon action plan that includes compliance, internal and external audit recommendations to track their timely implementation. Exemplify the role model behaviour when it comes to ethics and organizational values.
  • Working in close collaboration with the country program management team, assist in conducting periodic reviews of applicable local laws (i.e. labour law, taxes, registration, etc.) to ensure compliance.
  • Periodically review of OCHR warehouses to ensure compliance with stock, storage, receiving and exiting procedures.
  • Sampling to review of procurement transactions to ensure compliance with organizational policies and procedures and donor regulations.
  • Sampling to review of payroll transactions to ensure compliance with organizational policies and procedures.
  • Reviewing of budget vs. actual for projects.
  • Sampling to review of recruitments, inductions, separations, performance appraisals and local handbook manuals to ensure their compliance with organizational policies and procedures, local laws and donor regulations as applicable.
  • Communicating periodically with management in order to verify progress made with regards to the internal and external audit recommendations.                                  
  • Assisting in investigations upon request and approval of the Regional Compliance Coordinator.


  • Ensure all procurement procedures are performed in compliance with OCHR Policy, Guidelines and procedures, Ensure and maintain a full and transparent procurement process.
  • Ensure all procurement documentation are recorded and records kept in a well organized manner.
  • Conducts survey of the local market and verifies reasonableness of the prices
  • Management, revision and implementation of OCHR Procurement procedures in line with OCHR policy.

Job Requirements:

  • Bachelor’s degree in business/commerce, logistics, procurement or any other relevant fields.
  • Proven 5 years experience of progressively responsible compliance and procurement with national and international organizations.
  • Maturity and confidence in dealing with the staff of government institutions, and donor agencies.
  • Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation;
    Computer proficiency, especially related to professional office software packages.
