About Premiere Urgence Aide Medicale Internationale (PU-AMI)
Premiere Urgence - Aide Médicale Internationale is a Non-Governmental Organization, non-profit, apolitical and non-religious. Its entire staff is mobilized daily to cover the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PU-AMI is based in 22 countries in Africa, Asia, Middle East, Caucasus and Caribbean regions, and operates in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. In Afghanistan since 1981, PU-AMI’s teams currently work mainly on the implementation of Health Services for the population of Kunar and Nangarhar Provinces through the BPHS and ECHO CHF and ERM projects
Tasks and responsibilities:
Objective 1: Responsible for Procurement and supervising the supply chain in the base
Responsible to carry out all the procurement activities of the base including contract follow-ups
Ensure the implementation of PU-AMI supply procedure
Make sure that all purchase done by following the financial plan, cash forecast
Make sure that purchase follows the quality control procedure
Make sure that supply team conducts Physical inventories for stock regularly
Anticipate the transport needs for projects & office activities
Make sure the safe & on time transportation of projects material to the field or between warehouses
Anticipate the supply activities related to projects and convey to purchaser on time
Participate in project assessments & planning as required
Objective 2: Responsible for supervising the logistic support
Ensure the efficient management of resources (fleet, IT, utilities)
Ensure the good weekly vehicle planning
Ensure the on time repair & maintenance of fleet (vehicle, generators,)
Monitor the purchase of fuel for vehicles
Anticipate the vehicle needs for base in relation with project & office activities
Ensure the good usage of PU-AMI equipment
Ensure the tracking of equipment as per PU-AMI procedures
Anticipation for the need of equipment for the base
Ensure the rehabilitation of premises & regular check
Ensure that communication means are available for professional work (internet, telephone etc.)
Make sure proper utilization of IT equipment
Objective 3: Office Asset Management
Manage asset inventory and tracking systems for all PU-AMI assets in Kabul Office including Equipment, Furniture etc and support to other field offices.
Conduct periodical and annual inventory counting and report to the line management according to PU-AMI procedures, including ensuring all field office locations maintain appropriate Asset & Equipment Management and Inventory standards and procedures.
Prepare list of obsolete asset and items for management decision and carryout the disposal accordingly.
Ensure all assets and PU-AMI properties are maintained and managed to a good working order and appropriate standard.
Objective 4: Fleet and Transport Management:
Ensure that office vehicles are checked daily and road worthy before any assignment. Place logbook for each and monitor records.
Ensure that all PU-AMI vehicles insurance is renewed and up-to-date.
Liaise with Fields and facilitate for timely annual vehicle technical inspection.
Maintain data and update records of all vehicles.
Organize daily transport and courier service and assign driver based on the requests received,
Maintain appropriate contracts with transportation companies and ensure all non-PU-AMI drivers and transport companies hired for specific purposes know and follow PU-AMI driving policies and procedures and are maintained up to PU-AMI standards
Carry out drivers testing and maintain records for new recruitments
Provide advice and support on vehicle repair and management to project offices.
Establish regular service schedule and ensure proper maintenance is carried out by liaising with vehicle garage.
Follow up accident reports with insurance company.
Prepare reports of vehicle usage according to PU-AMI guidelines.
Ensure all arrangements for visitors and staff visiting PU-AMI Programme are made and communicated in a timely manner
Objective 5: Stores Management
Ensure that all goods are packed safely and segregated according to their nature.
Manage stock data and tracking systems in accordance with PU-AMI standard procedures.
Ensure receipt of goods is in good order as described on the purchase order & requisition ensuring relevant technical advice for receiving goods of specific technical nature.
Organize the loading/unloading of store goods when dispatching to projects as required.
Carry out regular stock reconciliation and report of any discrepancy to the line manager.
Ensure all health, safety and security precautions by all people involved in the store.
Ensure the timely maintenance of the store building (s) and all equipment related to safe store keeping.
Ensure that there is no unauthorized access to the store and the store area is smoke free.
Ensure store management policies and procedures are implemented in all programme locations including emergency response offices set up temporarily.
Objective 6: Coordination
Make sure the coordination among the Logistics team (sharing of information)
Make sure the coordination between logistics & technical departments on logistics issues
Ensure the submission of monthly cash forecast on time, coordinate with administration to finalize (participation in cash forecast meeting)
Conduct the weekly logistics meeting (planning etc.)
Participate in weekly base meeting
Objective 7: Team management
Adaptation of team according to the workload (including daily labour & temporary recruitments)
Support the team in making work plan & prioritizing of task and follow-up
Provide technical support to team on logistics’ issues
Make sure that JDs for staff under his/her supervision are updated
Participate in the relevant recruitments
Conduct the appraisal interview for staff under his/her supervison
Participate in disciplinary actions
Identify the training needs conduct/ arrange the training for them
Make sure HR rules / guidelines followed in management of team
Objective 8: Reporting
Make sure the information flow in terms of reporting
Collect the data for reporting & analyse and give recommendations
Send the monthly reports (Narrative Report, Procurement Tracking, Asset and Warehouse Report including Monthly Vehicle Summary) to the supervisor /Logistics Coordinator)
Will perform other related activities as requested by the Logistics Coordinator
Bachlors Degree in Logistics and Supply Management, General Management, and any other relevant field
At least 3 years experience in a related responsibility. PU-AMI Experience in a related is a strong asset
Additional Certifications in Asset, Transport Fleet Management is an advantage
At least 2 years of Proven Experience in Logistics Management specifically Asset Inventory and Tracking, Warehouse, Fleet and Transport Management preferably within NGO or UN
Experience in handling Procurements of different categories of market
Excellent interpersonal and communication skills with strong organizational abilities.
Strong capacities in team management and on the organization of trainings.
Ability to set priorities and manage time effectively. Able to meet tight deadlines
Ability to work both independents and as an effective team member
Ability to think and communicate clearly with others, motivate and lead people , demonstrated abilities to take initiatives, build consensus and make things happen
Excellent Customer Handling and Negotiation skills
Fluent in Dari, Pashto and English
