About HEWAD, Reconstruction, Health & Humanitarian Assistance Committee:
HEWAD is a non-governmental, non-political and non-profitable charity organization established in 1994 to provide Medical, Educational, Social and Humanitarian Assistance to needy people of Afghanistan. HEWAD implements primary health care to needy people of Afghanistan, and within those focuses on the provision of health care to the most vulnerable group, children, and women. HEWAD provides perfect health education, information, and service to Afghans in order to improve their living conditions.
Also, special emphasis will be on the Health, capacity building, the community development and the alleviation of poverty.
Duties and Responsibilities
· Organizational leadership:
Provide dynamic leadership for the projects, core program areas and administrative matters according to policies set by the Board of Directors.
· Enhance Program Delivery:
Asses the current working programmes and provides expert direction and establishes sustainable systems which can be managed in the program officer’s absence.
Enhance partnership with local communities and other partners: Develop and maintain strong and cooperative working relationships with Government and implementing partners, particularly National and international partners.
· Program development:
To assist in the design and planning of programmes as it evolves in Afghanistan
· Project Implementation:
Ensure program compliance with technical, monitoring/evaluation and reporting requirements of donors.
· Broaden public and community support:
Represent the organization to a wide range of constituencies through a variety of media; expand awareness of our program achievements; make the case effectively for supporting projects.
· Direct and coordinate core projects with other local efforts:
Supervise and coordinate the biodiversity/ecosystems portfolio and provide support to environmental education, clean cook stoves.
· Report presentation and publication:
Supervise staff in identifying and implementing best practices and evaluating outcomes; investigate and analyze opportunities to make the project available to other local communities and partners.
· Sustain productive and mutually supportive relationship with Board of Directors and the Donor:
Provide the Board with all information and other resources required to conduct their work; promptly inform them of all issues and opportunities that may affect, recommend appropriate courses of action and lead the strategic management process.
· Support the Country Director:
Oversee all non-technical aspects of the program, including administration, finance, human resources, resource mobilization and donor relations.
· Financial oversight:
With the direct support of the Finance Manager develop project budgets and monitors expenditures against budgets. Ensures establishment of financial management systems for the project(s) to adequately meet financial management needs and donor regulations and policies. With Finance Manager prepares and submits monthly financial reports.
· Staff management:
Develop and maintain a program work plan and monitor staff compliance with, and performance in relation to work plans. Monitor and evaluate staff performance and install effective measures against underperforming staff. Supervise and coordinate the recruitment of staff, and act as focal point for all staff human resource issues.
· Staff Development:
Provide training and support in basic project management skills and project support skills to staff members at all levels including (but not limited to); organization and planning; HR management; report writing; donor relations; building partnerships; using internet and software; designing and adhering to organizations’ policies; designing educational outputs; organizational efficiency etc.
· Assisting with donor and research coordinator in creating research concept notes, proposals as required
· Reporting to donors and other stakeholders on progress as required.
· Ensuring effective coordination on logistical support with Administration and Finance
· Keeping up to date with the various policies related to the assigned strategic themes and programming environment in Afghanistan.
