Supreme Audit Office (SAO), Afghanistan is the Supreme Audit Institution (SAI) in the country, which conducts audit of the accounting and financial activities of all the Government budgetary entities and State Owned Entities (SoEs) of the Government of the Islamic Republic of Afghanistan (GoIRA). The mandates, functions and authority of the SAO are enshrined in the Supreme Audit Office Law. The SAO has the mandate to conduct Audit of the Qatia Statements, which is the annual financial statements of the GoIRA, Financial Audit of the SoEs, Compliance Audit, Performance Audit and special audits of government entities.
Funded by the World Bank under the Fiscal Performance Improvement Plan (FPIP)- Fiscal Performance Improvement Support Project (FSP) and implemented by SAO, the objective of the assignment is to contribute to the GoIRA’s strategic vision “Realizing Self-Reliance: Commitments to Reforms and Renewed Partnership”. This vision has been translated into two key flagship reform programs. The first is the Afghanistan National Peace and Development Framework (ANPDF). The second complementary reform program – to which the FSP directly contributes through implementation support to the FPIP – is the GoA’s PFM Road Map.
The Deputy Auditor General (Professional) look after the all the technical and professional matters relating to audit. The Professional Expert would be required to support the Deputy Auditor General (Professional) in overseeing and coordinating with all the relevant directorates, departments and divisions of the SAO responsible for audit and related matters and provide with the relevant information, reports, and any other assistances required to meet the targets, achieve the planned audit works and effectively delivery the audit products.
Objectives of the Assignment
The Professional Expert will support the office of the Deputy Auditor General (Professional) to coordinate with Directorates/Departments, monitor their activities, collect relevant information and reports, organise them and prepare relevant MIS. The Expert will support and work with the assistant to the Deputy Auditor General (Professional), the SAO staff and management and provide the required inputs to the Deputy Auditor General (Professional).
Duties and Responsibilities:
Check, review and Follow-up of audit reports and audit plans’ implementation by the relevant directorate and divisions.
Review the current audit reports and audit plans’ implementation’s follow-up mechanism.
Set criteria for an appropriate audit reports & audit plans’ implementation follow-up system that best suits SAO.
Analyze the gap
Propose a follow-up mechanism for implementation of audit plans by various relevant division and assist in its institutionalization in the DAG (Professional) office.
Conducts at least three follow-ups of all the relevant directorates and divisions using the new mechanism and submit the reports.
Follow-up SAO’s progress towards the benchmarks set for SAO.
Prepare a brief report on various activities belonged to various professional directorates.
Conduct bimonthly analysis of the progress towards the benchmarks, and submit the report.
In case, the progress is not satisfactory, propose appropriate solutions for better progress towards the benchmarks.
Follow-up the implementation process of SAO strategic plan
Set criteria for measuring the extent of implementation of the strategic plan.
Examine the strategic plan’s implementation process based on those criteria quarterly and submit the report.
In case of problems/deficiencies in the implementation process of the strategic plan, provide appropriate recommendations for development of the process.
Follow-up the implementation of SAO commitment in OGP
Communicate and facilitating with public participation unit
Assist PPU for conducting public awareness programs
Propose a standard filing System for DAG’s office.
Review the current filing system
Propose a standard filing system for DAG’s office within three months and take the approval.
Assist in implementation of the approved filing system throughout the DAG’s office/relevant administrative units.
Conduct researches and provide the required information to support the DAG.
Conduct various researches as required to provide complete and concise information to assist DAG in the activities.
Follow up and facilitating activities of the translation units.
Compile weekly reports of the translation unit’s staff
Facilitate activities performed by the translation unit.
Contribute in capacity building
Prepare monthly progress report of the DAG’s office.
Perform any other duties assigned by the Professional DAG.
Upon approval of this position by Civil Service Commission in SAO Tashkeel, the position will be shifted to Grade Three in SAO Tashkeel as an Expert to the DAG (Professional) Office. For the time being, this position will be paid as per the NTA policy. The contract extension shall be subject to the performance appraisal of the Expert, the Expert is required to present monthly progress report to the DAG (Professional).
Assignment outputs and deliverables
The Expert shall be required to submit the following outputs –
Inception Report covering a situation / status analysis in the area of assignment and work plan within a month of joining the position.
Monthly progress report by 5th of the following month providing details of progress of work and other relevant areas as per the responsibilities and duties.
Standard Operating Procedure (SOP) and protocol for coordination, relationship, monitoring and follow up with different directorates and departments within one month of joining.
Format for standard MIS within two months.
Exit Report of the tasks and improvements achieved at the time of completion of the assignment.
6. Required Qualifications and Experiences
CA / CPA / ACCA (at least up to 9 fundamental level papers of ACCA cleared) / CGAP or M. Com, MBA (Finance), Masters in Economics, Finance / Financial Management/ Finance & Accounting or equivalent qualifications from reputed institution. Preference will be given to CA / CPA / ACCA / CGAP qualifications.
Minimum of 4 years of professional experience in public sector auditing, budgeting, accounting, financial / treasury management or relevant field.
Report writing and presentation skills in Dari, Pashto and English.
Knowledge of MS Office, data processing, analysis and graphic presentation
Team building, leadership and organisational skills with analytical skills and capacity to multi-task.
Previous experience of working with Government, international organizations and NGOs.
Excellent interpersonal and communication skills.
Ability to work under challenging work situations.
