HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

خلاصه وظیفه

1. Job Purpose

The Project Manager is responsible for managing day-to-day implementation of assigned project by coordinating project activities, supervising project staff, monitoring implementation progress, ensuring compliance with project plans and donor requirements, managing project resources, and supporting timely achievement of project objectives in accordance with organizational policies and approved workplans.

2. Key Responsibilities

A. Project Implementation Management

  • Provide leadership and mentorship to the project team to ensure timely implementation and compliance with contractual obligations.
  • Lead day-to-day implementation of project activities according to approved project plans and timelines.
  • Coordinate implementation activities with project team members to ensure timely delivery of project outputs.
  • Monitor progress against project workplans and ensure activities are implemented within approved schedules.
  • Ensure project activities are implemented in line with approved objectives, targets, and operational plans.
  • Identify implementation challenges and report operational issues requiring management support.

B. Team Supervision

  • Supervise assigned project staff and monitor daily work performance.
  • Assign tasks and monitor completion of responsibilities within project timelines.
  • Conduct regular team meetings to review implementation progress and operational challenges.
  • Support staff coordination and ensure effective teamwork among project personnel.
  • Provide routine guidance and technical support to project staff when required.

C. Planning and Coordination

  • Prepare plans for procurement and supply, supervision, data management, monitoring and daily operations.
  • Coordinate with support departments including finance, procurement, HR, logistics, and administration for operational requirements.
  • Ensure project resources are available for timely implementation of planned activities.
  • Maintain coordination with internal departments regarding project operational needs.
  • Support implementation scheduling and activity planning.

D. Staff supervision and Development:

  • Foster strong professional relationships to promote teamwork, while providing oversight and guidance to support staff performance.
  • Supervise the project management team and conduct regular performance reviews and provide support.

E. Budget Monitoring Support

  • Monitor project expenditures against approved budget allocations.
  • Coordinate with finance team regarding budget utilization and planned expenditures.
  • Review project activity costs and ensure spending remains within approved budget limits.
  • Support preparation of budget forecasts and expenditure projections.
  • Report budget-related implementation concerns to line manager.

F. Monitoring and Reporting

  • Conduct regular visits to the hospital to ensure project support complies with the contract and work plan, and to identify and address any gaps in patient care.
  • Monitor project progress against targets, indicators, and implementation plans.
  • Facilitate WHO PMU visits to the hospital and ensure timely resolution of findings by preparing action plans, updating trackers, and actively following up.
  • Prepare weekly, monthly, and periodic project progress reports.
  • Maintain implementation records and project documentation.
  • Collect implementation data and support reporting requirements.
  • Ensure project documentation is complete and properly maintained.

G. Compliance and Quality Assurance

  • Ensure project implementation complies with donor requirements and organizational procedures.
  • Ensure project documentation and operational activities follow internal policies and approved procedures.
  • Monitor quality of project activities and service delivery standards.
  • Support compliance during internal reviews, audits, and project assessments.
  • Ensure proper use of project resources and accountability measures.

H. Stakeholder Coordination

  • Coordinate routine communication with local authorities, hospital management, MoPH, WHO, and all other relevant entities.
  • Support  coordination activities and maintain positive working relationships with stakeholders.
  • Participate in project meetings and represent project operational matters when delegated.
  • Facilitate communication between project team and management.

I. Documentation and Record Management

  • Maintain project files, implementation records, activity documentation, and operational reports.
  • Ensure all project documents are properly organized for audit and donor review.
  • Maintain updated records of project activities, staff assignments, and implementation progress.
  • Support documentation required for donor reporting and compliance reviews.

J. Reporting:

       ·       Prepare and submit regular reports (weekly, monthly, quarterly, semi-annual, annual, and final).

 

شرایط وظیفه

·Medical Doctor (MD) with at least 7 years of relevant experience in public health project management and hospital management;
or

·Medical Doctor (MD) with a master’s degree in public health or Hospital Management and at least 5 years of experience in managing public health projects and hospital operations.

·Project Management, Hospital Management, M&E, Computer and Microsoft Office Suite.

·5–7 years of relevant project implementation experience, preferably in NGO/INGO or donor-funded projects. Experience working with donor-funded projects is an advantage. Basic understanding of project cycle management and compliance requirements.

·Understanding computer skills and Microsoft Office Suite.

·Proficiency in both national languages and working knowledge of English language.
