PROGRAM COORDINATOR

Premium Performance Consulting (PPC) is a specialized Afghan consulting firm providing monitoring, evaluation, third-party monitoring (TPM), independent assessments, verification services, research, data management, and quality assurance solutions for development and humanitarian programs across Afghanistan. PPC has supported a wide range of assignments for UN agencies, international organizations, NGOs, and government institutions, delivering evidence-based insights, performance measurement, beneficiary verification, and accountability services that strengthen program effectiveness and decision-making.

Established in 2012, ACE is a leading Afghan consulting and development services organization with nationwide operations and regional offices across Afghanistan. ACE specializes in private sector development, business development services (BDS), value chain development, livelihoods, workforce development, capacity building, economic inclusion, research, and institutional strengthening, supporting governments, development partners, and private sector actors in achieving sustainable development outcomes.

The advertised position is with the Afghanistan Center for Excellence (ACE) and will contribute to ACE's portfolio of consulting and development assignments. Through the ACE Ecosystem partnership model, the position will benefit from the complementary expertise of PPC and other ecosystem partners, combining ACE's programmatic leadership and technical delivery capacity with PPC's strengths in monitoring, evaluation, verification, and quality assurance to deliver high-quality, evidence-driven development solutions across Afghanistan.

Position Summary

The Program Coordinator will lead the coordination, supervision, and quality control of project-based field teams implementing programs in private sector development, business development services (BDS), livelihoods, value chains, and capacity building under the shared domain initiatives of Afghanistan Center for Excellence and Premium Performance Consulting (PPC). PPC and ACE are client-servicing commercial organizations that requires strong multitasking ability and the capacity to deliver high-quality results under tight deadlines. The role ensures high-quality field delivery, data integrity, and strong performance of multi-location field teams while supporting overall program management and stakeholder coordination.

Key Responsibilities

1. Field Team Coordination, Supervision & Quality Control (Core Focus)

• Lead day-to-day coordination and supervision of field teams (coordinators, officers, enumerators) across multiple provinces; develop field plans, assign tasks, and monitor progress against targets.
• Conduct regular field visits to supervise activities, provide on-the-spot coaching, and ensure adherence to methodologies, tools, and quality standards.
• Establish and enforce robust quality control mechanisms for data collection, beneficiary targeting, training delivery, and field interventions; review and verify field reports and data.
• Monitor field team performance, identify gaps, deliver mentoring, and take corrective actions to maintain high standards of program delivery and data quality.
• Ensure field operations comply with organizational policies, donor requirements, and safeguarding standards; prepare consolidated field progress reports.

2. Program Implementation & Coordination

• Support development and updating of program work plans and field implementation timelines; coordinate multiple projects ensuring strong linkage between field operations and central management.
• Track activities, deliverables, and milestones; coordinate field assessments, workshops, training events, and monitoring visits in collaboration with field teams.

3. Thematic Support – Private Sector, Livelihoods & Value Chains

• Support design and quality delivery of BDS, market assessments, enterprise development, and livelihood interventions, ensuring consistent application of methodologies by field teams.
• Coordinate value chain assessments and market linkage activities with direct oversight of field data quality and team performance.
• Support and oversee capacity building initiatives for small enterprises, including training needs assessment and delivery of targeted training programs by field teams.

4. Monitoring & Quality Assurance

• Contribute to M&E frameworks with strong focus on field-level data quality and verification; rigorously quality-check data from field teams.
• Conduct spot-checks and data verification exercises; identify quality issues early and implement corrective measures with field teams.

5. Reporting and Documentation

• Prepare Business Diagnostic reports and support the development of Business Development Plans for target enterprises and MSMEs.
• Prepare high-quality progress reports, technical reports, case studies, success stories, and lessons-learned documentation using verified field data and evidence.
• Maintain accurate program records, databases, and documentation in line with organizational and donor requirements.

6. Stakeholder Engagement & Business Development Support

• Maintain effective relationships with government, private sector, and community stakeholders at central and field levels; support coordination meetings and capture field feedback.
• Assist in proposal development and business development initiatives using field insights and lessons learned.

• Bachelor’s degree in Business Administration, Economics, Development Studies, or related field (Master’s preferred).
• 4–6 years of relevant experience in program/project coordination, including at least 2–3 years in field-based team supervision or quality assurance roles in client-advisory projects in Afghanistan or similar contexts.
• Proven experience supervising field teams, conducting quality control of field activities and data, and managing multi-location implementation.
• Strong background in private sector development, BDS, livelihoods, value chains, or capacity building programs.
• Excellent skills in field supervision, mentoring, data quality control, report writing, and stakeholder engagement.
• Proficiency in MS Office and data collection tools (e.g., Kobo, ODK); fluency in English and Dari/Pashto required.
• Prior client servicing experience in consulting, advisory services, or development projects will be preferred.
• Willingness to travel extensively to project sites across Afghanistan.
