Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Job Summary

Main duty and responsibilities:

Programme Design, New Business Development and Fundraising:

  • Support the Programme Director in analyzing the country’s socio-economic situation, (donor) trends, needs and gaps by reading relevant reports and surveys on Humanitarian needs.
  • Contribute to the identification of potential relevant international and/or local partners (private sector partners, national NGOs, think tanks, academia, etc.) to be included in proposals.
  • Develop proposal development plans and lead internal and external coordination for the development of proposals, concept notes and expressions of interest. Manage the overall proposal development process from end to end.
  • Working closely with the Programme Director, Desk Officer, Technical Advisors, Programme Managers, and partner organizations, support the development of cohesive, quality programme designs to address needs in Afghanistan in line with Concern Afghanistan’s Strategic Plan, including conducting research into programmatic approaches and innovations.
  • Lead the drafting of concept notes and proposals to ensure high quality content and formatting, including liaising with the Desk Officer, Technical Advisors, Programme Managers and partner organizations for inputs and ensuring comments are taken on board, in close collaboration with the Programme Director.
  • Working closely with the Finance team, Programme Managers, and Operations team, lead and coordinate the development of project budgets for submission to donors.
  • Liaise with Project Managers and HQ Technical Advisors to ensure that proposals are relevant and technically sound.

Grants Management:

  • Ensure up-to-date files are maintained online for all ongoing grants, including in Concern’s Grant Management System (GMS).
  • Facilitate kick-off meetings for all new projects.
  • Support Programme Managers by facilitating completion of the risk register tool for all new projects and annually for multi-year projects.
  • Support Programme Managers by facilitating the development of annual Procurement Plans for all projects.
  • Facilitate environmental screening for new projects using the NEAT+ tool, as well as supporting the MEAL Manager to build environmental impact monitoring into MEAL tools.
  • Facilitate close-out meetings for all projects coming to an end and complete and file the close-out checklist.

Grant Compliance:

·       Ensure compliance with organizational and donor rules and regulations, particularly with respect to contract, reports and budget.  

·       Ensure that all contracts and reports are properly saved and archived online (GMS).

·       Maintain folders on GMS, Shared Drive and SharePoint, of key organizational information required for proposals, and of all prior proposals submitted, for staff induction, learning, and future reference purposes (in coordination with HQ Desk Officer).

·       Support version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the shared data space in country.

·       Lead project modification requests, contract amendments, and budget revision processes.

  • Maintain the country grants matrix: update and share regularly with the Country Management Team (CMT) and Desk Officer.

Programme Reporting:

  • Ensure timely submission of reports and that financial and narrative reports are accurate, coherent and meet donor guidelines and requirements.
  • Track reporting requirements and coordinate internally and externally to ensure advanced planning and timely submission of reports.
  • Coordinate with Programme Managers and the MEAL Manager to secure inputs for reports for donors and consortia lead agencies on ongoing projects.
  • Review, provide feedback on, and edit reports from Programme Managers and MEAL based on donor compliance and to ensure quality standards.
  • Assist in sharing successes and lessons learnt.
  • Closely work with MEAL Team to cross-check project targets and figures.
  • Lead and coordinate drafting of the Country Programme Annual Report and/or compile internal/external updates/reports as requested.

Communication, Learning and Advocacy:

·       Coordinate and lead development of an Advocacy Strategy for the Country Programme.

·       Coordinate and lead development of a Communications Plan for the Country Programme, covering all grants.

·       Working closely with Programme Managers, the MEAL team, and the Desk Officer, develop communication briefs, learning papers, position papers, press releases, and website and social media posts to present Concern’s work in Afghanistan and document approaches and success stories for sharing with the public, external agencies, and donors.

Emergency/Core Humanitarian Standards (CHS):

·       Concern is committed to CHS to ensure accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.

  • To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

 

Job Requirements

Qualification & Experience:

ü  University degree

ü  Minimum 2 years of professional experience with NGO, UN Agency or donor

ü  Excellent verbal, written and presentation skills in English language

ü  Experience of planning, organizing, and delegating work

ü  Time management skills and qualitative report writing experience

ü  Experience of budget development

ü  Experience of proposal and concept note development and writing

ü  Knowledge and familiarity with food security, agriculture, climate resilience, natural resources management, disaster risk reduction, gender equality, WASH, and health and nutrition, programming desirable.

Competencies & Skills:

ü  Computer skills needed (MS Word, Excel, Outlook and Power Point).

ü  Possess good interpersonal, communication and organizational skills.

Oral and written excellent communication in English, Dari and other local languages
