CBT Verification Officer

Afghanistan National Re-Construction Coordination (ANRCC) is professionally managed committed Afghan, non-governmental, non-political and non-profit development-oriented organization. It was established in 1994 to meet the dire needs of vulnerable Afghan refugees and internally displaced families at the time of civil war and factional fighting followed by Soviet Union’s invasion of the country and troops withdrawal in early 1990’s. Earlier it was registered with UN Coordination Body for Afghanistan in Pakistan. Presently ANRCC is registered with Ministry of Economy under registration number 117.

ANRCC head office is located in Kabul city whereas for successful outreach and effective implementation of projects in targeted areas, it has regional office in Kandahar with provincial offices in Ghazni, Zabul, Uruzgan, Helmand, Farah, Nimroz, Parwan, Nanagerhar and Paktia.  ANRCC has skilled experienced, qualified professional staff who have capacity and competence involved to all the desired activities that promotes the goal and objective of the organization. Moreover, ANRCC's staffs are all well versed with local areas, their cultures and social norms with strong trust among the community including tribal elders, Shuras, civil society and government authorities. It is worth mentioning that our management, facilitators and project staff are specialized in different aspects of project designing & implementation for the community development. ANRCC's staffs have strong local knowledge of community development in Afghanistan and are familiar with key players both in donors and government. ANRCC is an experienced organization, able to react promptly and successfully to any project, regardless of its size or complexity.

The CBT Verification Officer is responsible for conducting beneficiary verification and validation activities for Cash-Based Transfer (CBT) interventions. The position ensures that beneficiaries meet established eligibility criteria, beneficiary information is accurate and complete, and CBT assistance is delivered to the intended recipients in a transparent, accountable, safe, and dignified manner.

• Conduct beneficiary verification and validation in accordance with approved project criteria and procedures.
• Verify beneficiary identity, eligibility, household information, and other required documentation.
• Conduct household visits and community-level verification where required.
• Cross-check beneficiary information against approved registration records and available databases.
• Identify duplicate registrations, inaccurate information, inclusion errors, exclusion errors, and other discrepancies.
• Coordinate with the SCOPE/registration focal point to update and correct beneficiary records.
• Ensure verification activities are conducted impartially and without discrimination.
• Explain the purpose and process of verification clearly to beneficiaries and community members.
• Ensure beneficiaries understand their rights, entitlements, and available feedback and complaints mechanisms.
• Maintain confidentiality of beneficiary information and personal data.
• Report suspected fraud, manipulation, coercion, or other irregularities through established organizational procedures.
• Prepare daily and periodic verification reports and submit them to the supervisor.
• Maintain accurate records of verified, pending, rejected, and referred cases.
• Coordinate with field teams, M&E/MEAL, Protection, Gender and Disability Inclusion, and SCOPE teams.
• Participate in post-distribution monitoring and verification activities when required.
• Support spot checks and independent verification exercises.
• Follow up on unresolved verification cases and discrepancies.
• Perform other duties assigned by the supervisor.

• Bachelor’s degree in Social Sciences, Development Studies, Business Administration, Economics, Statistics, Information Management, or a related field.
• Minimum 2–3 years of relevant experience in beneficiary verification, cash-based programming, field monitoring, registration, data collection, or humanitarian programming.
• Previous experience with CBT, SCOPE, beneficiary registration, or similar systems is highly desirable.
• Experience using KoboToolbox, ODK, Excel, or other digital data collection tools is an advantage.
• Strong understanding of beneficiary verification and data quality principles.
• Good communication and interpersonal skills.
• Strong attention to detail and ability to identify inconsistencies.
• Good written and verbal communication skills in English and relevant local languages.
• Willingness and ability to travel frequently to field locations.
