About the Company

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.

Job Summary

  1. potential clients, promote ADF financing products, conduct client visits, assess financing needs, and develop financing opportunities.
  2. Collect and verify required client information, facilitate PMO Estilam and other processing requirements, and coordinate with relevant teams for appraisal, approval, and disbursement.
  3. Conduct regular and quarterly client reviews, field visits, and follow-up to monitor business performance, financing utilization, and repayment capacity.
  4. Follow up on overdue financing cases and coordinate with Legal, Recovery, courts, and relevant authorities on cases requiring legal or recovery action.
  5. Facilitate follow-up of written-off clients and ongoing legal cases and provide required information and support to the concerned ADF departments.
  6. Maintain accurate client and financing records, prepare required reports, and coordinate with regional offices, Head Office, and relevant departments on financing and portfolio matters.
  7. Performs any other related and relevant tasks assigned by the supervisor.

Job Requirements

  • At least a 12th-grade education or equivalent qualification.
  • Minimum 1–2 years of experience in financing, credit, banking, finance, financial analysis, or a related field.
  • Good understanding of financing and credit assessment principles.
  • Ability to assess business viability and repayment capacity.
  • Knowledge of Islamic financing principles.
  • Good communication, negotiation, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to conduct field visits and independently verify client information.
  • Good computer skills, particularly Microsoft Office and relevant financing/management information systems.
  • Ability to work effectively under pressure and meet deadlines.
  • Strong integrity, confidentiality, accountability, and professional ethics.
