Defining, planning and monitoring activities and programs in the project under the supervision of the Programme Manager in Helmand and Zabul in accordance with INTERSOS protocols as well as coordinating human and material related resources needed in order to ensure the quality of care provided by INTERSOS.
Supervise the analysis of project data in coordination with the Technical Units and in close collaboration with the Activity Managers and field teams to ensure compliance with INTERSOS, donors and in line ministries reporting requirements.
Duties and Responsibilities:
● Under the supervision of the Programme Manager in collaboration with the Protection Activity Manager and the rest of team, the PM is responsible for the definition, implementation and monitoring of the activities, according to INTERSOS project plans and mission strategy, standards and protocols
● In collaboration and under the supervision of the Programme Manager, the PM is responsible for the financial management, monitoring of expenditures and forecast, as well as the Procurement Plan development and implementation in compliance with INTERSOS’ model and donor regulations.
● Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
● Review and prepare a detailed activity plan with team and ensure efficient team management.
● Agree and establish clear reporting and communication lines;
● Ensure sector SOPs and guidelines are properly applied and adhered to;
● Permanent on-job coaching of teams to work on quality in delivery;
● Prepare, monitor and implement monthly financial and procurement plan;
● Verify on a weekly basis the book-keeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remaining project implementation period;
● Ensure for all purchases/contracting of goods/services/supplies the correct procurement guidelines are applied and properly documented;
● Verify the list of expenditures prior to finalizing the interim and final financial reports;
● In coordination with the Programme Manager holds final responsibility for verification of all support documents.
● Support the preparation and finalization of Memorandum of Understanding (MoU) with key stakeholders for the programmes activities.
● Liaise with provincial authorities in coordination with the Management.
● Support when needed with proactive participation in cluster meetings and relevant inter-sectorial coordination meetings, ensuring the required activity reports and updates are shared with Health and Nutrition clusters and promptly update the Programme Manager South and Technical Coordinators.
● Monitor the project data collection, analysis and reporting on a timely basis to ensuring a correct use of the internal databases and monitoring tools to inform project reporting.
● Develop draft project reports to the donor as well as INTERSOS internal reporting, to be submitted to the Programme Manager for consolidation.
● Provide technical support to the Protection Activity Managers and coaching as requested by Programme Manager through self-knowledge and policies, ensuring compliance with the protocols of INTERSOS activities
● Contribute to evaluate the Activity Managers’ performance to ensure compliance with INTERSOS protocols and standards.
● Collaborate with the Programme Manager and in close coordination with the Technical Coordinators in the associated processes (recruitment, training, induction, development and internal/external communication) of the staffs appointed to the project.
● Supervise an efficient management of the pharmaceutical supplies including medical equipment, in collaboration with the Protection Coordination, and Logistics Departments.
● In collaboration with the protection Referent and under the supervision of the Programme Manager, monitor consumption and preparation of protection orders to provide kits and other supplies.
● Support the coordination of INTERSOS programme activities (opening and closure of mission, interim, reduced activities, etc.).
● Support the identification of new areas of interventions as well as supporting the writing of new project proposals.
