Atlas Logistique / HI is launching a call for expression of interest for national NGOs wishing to engage in a progressive capacity strengthening and skills transfer process in H2H humanitarian logistics.
This initiative aims to identify national organisations with the local presence, motivation and potential to progressively strengthen their capacities in the implementation of humanitarian logistics services, particularly in H2H warehousing.
The objective is to contribute to a more local, sustainable, and context-adapted humanitarian response in priority areas. For selected organisations, the process may include, depending on the results of each step, an in-depth diagnostic, an individual feedback session, and potentially a long-term training cycle combining theory, practical exercises, and immersion.
In the longer term, and only if the required conditions are met, this pathway may open the possibility of a pilot partnership phase with one or several national NGOs. Such a phase would remain subject to the results of the process, operational needs, programme-level decisions, available funding, and a full due diligence process.
The first step is to collect expressions of interest from national NGOs.
Interested organisations are invited to complete the identification form attached to this call. The form can also be downloaded from the following link: [ Identification-Form ] .
Completed forms and any available supporting documents must be submitted by email to: m.ghamaizai@hi.org, copying mo.houche@hi.org and e.thiery@hi.org.
Supporting documents, if available, should be attached to the submission email.
Applications must be submitted by 30 June 2026.
The initial review will focus on:
• the organisation’s legal and administrative status;
• humanitarian experience;
• presence or capacity to operate in priority areas.
• logistics or operational experience;
• availability of a team able to engage in a demanding process.
• motivation to develop capacities in H2H humanitarian logistics.
Submitting an expression of interest does not constitute a commitment to provide training, funding, partnership or operational transfer. It allows Atlas Logistique / HI to assess the organisation’s eligibility for a possible diagnostic phase.
Pre-selected NGOs will be contacted for the next steps of the process. NGOs that are not pre-selected will also be informed. Detailed analysis and diagnostic results will remain confidential and will only be shared with the organisations concerned.

اطلس لجستیک دفتر بین المللی هندیکپ فراخوان ابراز علاقهمندی را برای سازمانهای غیردولتی ملی (NGO) که مایل به مشارکت در یک فرایند تدریجی تقویت ظرفیتها و انتقال مهارتها در حوزه لجستیک بشردوستانه H2H (بشردوستانه به بشردوستانه) هستند، اعلام مینماید.
هدف این ابتکار، شناسایی سازمانهای ملی دارای حضور محلی، انگیزه و ظرفیت بالقوه برای تقویت تدریجی توانمندیهای خود در اجرای خدمات لجستیکی بشردوستانه، بهویژه در زمینه انبارداری H2H است.
این برنامه با هدف کمک به ایجاد پاسخ بشردوستانهای محلیتر، پایدارتر و متناسب با شرایط و نیازهای مناطق اولویتدار طراحی شده است. برای سازمانهای منتخب، این فرایند ممکن است بسته به نتایج هر مرحله شامل ارزیابی تشخیصی عمیق، جلسه بازخورد اختصاصی، و در صورت امکان یک دوره آموزشی بلندمدت شامل آموزش نظری، تمرینهای عملی و دورههای کارورزی (Immersion) باشد.
در بلندمدت، و تنها در صورت تحقق شرایط لازم، این مسیر میتواند امکان ورود به مرحله آزمایشی همکاری با یک یا چند سازمان غیردولتی ملی را فراهم سازد. چنین مرحلهای منوط به نتایج فرایند، نیازهای عملیاتی، تصمیمات برنامهای، تأمین منابع مالی و تکمیل موفقیتآمیز فرایند ارزیابی جامع (Due Diligence) خواهد بود.
نخستین گام این برنامه، جمعآوری ابراز علاقهمندی از سوی سازمانهای غیردولتی ملی است.
از سازمانهای علاقهمند دعوت میشود فرم شناسایی پیوست این فراخوان را تکمیل نمایند. فرم از طریق پیوند زیر نیز برای دانلود در دسترس است:

اسناد و مدارک پشتیبان موجود باید به ایمیل ارسالی ضمیمه شوند.
درخواستها باید حداکثر تا تاریخ ۱۴۰۵/۰۴/۰۹ ارائه شوند.
بررسی اولیه درخواستها بر اساس معیارهای زیر انجام خواهد شد:
• وضعیت قانونی و اداری سازمان؛
• تجربه فعالیتهای بشردوستانه؛
• حضور یا توانایی فعالیت در مناطق اولویتدار؛
• تجربه در حوزه لجستیک یا عملیات؛
• در دسترس بودن تیمی که توان مشارکت در یک فرایند فشرده و تخصصی را داشته باشد؛
• انگیزه برای توسعه ظرفیتها در حوزه لجستیک بشردوستانه H2H.
ارسال ابراز علاقهمندی به منزله تعهد برای ارائه آموزش، تأمین مالی، ایجاد مشارکت یا انتقال عملیات از سوی اطلس لجستیک دفتر بین المللی هندیکپ نیست. این اقدام صرفاً به اطلس لجستیک امکان میدهد صلاحیت سازمان را برای ورود احتمالی به مرحله ارزیابی تشخیصی بررسی نماید.
سازمانهای غیردولتی که در مرحله اولیه انتخاب شوند، برای مراحل بعدی فرایند با آنان تماس گرفته خواهد شد. سازمانهایی که انتخاب نشوند نیز از نتیجه مطلع خواهند گردید. نتایج ارزیابیهای تفصیلی و تشخیصی محرمانه باقی خواهد ماند و فقط با سازمانهای مربوطه به اشتراک گذاشته خواهد شد.
