This project aims to deliver life-saving humanitarian mine action to reduce the impact of explosive ordnance (EO) contamination, strengthen civilian protection and restore safe humanitarian access for conflict-affected communities in Pachir Agam District of Nangarhar and Du Ab and Nurgaram Districts of Nuristan. These high-priority districts remain contaminated by EO, causing civilian casualties, restricting freedom of movement, impeding humanitarian access and limiting safe access to agricultural land, forests, grazing areas, markets, schools, health facilities, water sources and other essential services. EO contamination also increases protection risks, including GBV, as women, girls, men and boys may travel through hazardous areas to collect firewood, harvest pine nuts, graze livestock, cultivate farmland and access basic services.
Over an 18-month implementation period, AREA will deliver an integrated humanitarian mine action programme comprising NTS, TS, clearance of Confirmed Hazardous Areas (CHAs), and Explosive Ordnance Risk Education (EORE). AREA will deploy three humanitarian demining teams and one dedicated EORE team for evidence-based survey, clearance and community risk education. To maximize operational efficiency and uninterrupted implementation, deployment will be adapted to seasonal accessibility. During periods when snowfall and severe weather restrict operations in Du Ab, demining teams will be temporarily redeployed to Pachir Agam in Nangarhar and Nurgaram in Nuristan, ensuring continuous productivity and optimal use of resources.
The project will conduct fresh NTS and clear 17 EO-contaminated hazardous areas covering approximately 6,443,150 m², containing 13 battlefields (6,208,855 m²), three minefields (189,934 m²) and one improvised minefield (44,361 m²). Eight hazards, including the BFs and improvised minefield, covering 3,379,479 m² are located in Pachir Agam; two minefields covering 143,778 m² are in Nurgaram; and seven battlefields covering 2,919,893 m² are in Du Ab. The project is expected to directly benefit 29,959 people and indirectly benefit 16,010 people. Removing explosive hazards will reduce civilian casualties, restore safe humanitarian access and facilitate the safe return and reintegration of displaced and returning populations.
Considering seasonal access and operational constraints, AREA has developed a contingency plan to ensure adequate coverage throughout the response period. Nurgaram District has been identified as the contingency target area and may receive deployment if seasonal, weather or access constraints affect operations in the primary target districts. The B-Plan is uploaded in the Documents tab.
The intervention adopts a needs-based, community-centred and evidence-driven approach, ensuring survey, prioritisation and clearance reflect community priorities and humanitarian needs. Women, men, girls, boys, persons with disabilities, IDPs, returnees and other vulnerable groups will participate through accessible communication, community feedback mechanisms and age, gender and disability-sensitive EORE. In addition, PSEA sessions for 3,000 women, men, boys and girls will promote meaningful participation and help identify protection concerns and GBV risks associated with movement through contaminated areas.
The project integrates AAP, PSEA, protection mainstreaming, gender equality, GBV risk mitigation, disability inclusion, conflict sensitivity and environmentally responsible mine action. Activities will be closely coordinated with DMAC, UNMAS, the Mine Action Sub-Cluster, provincial and district authorities and humanitarian partners to ensure needs-based prioritisation, compliance with AMAS and approved SOPs, avoid duplication, strengthen operational complementarity and maximize humanitarian impact.
