Commerce, working since 2005, is a private, profitable, non-political, and non-governmental
organization dedicated to cargo management services.
SCS is managed by independent non-biased local and international professionals who have been
experiencing practically & technically in various fields of cargo services. We combine the best aspects of
local cargo services and global cargo services by exploring possibilities and innovative solutions to

We are GDR certifified by Turkish Cargo, as we are the ACS (Agent for Cargo Services) to Turkish Cargo in
Afghanistan. We are the sole organization in Afghanistan to be a General Sales Agent (GSA) for SpiceJet
Airline and Pakistan International Airlines (PIA) in Cargo Services.

Job Summary

The Courier Officer is responsible for the efficient, safe, and timely coordination, handling, documentation, tracking, and delivery of documents, parcels, and cargo shipments through airlines, airports, courier services, and other transportation channels.

The position coordinates with customers, airlines, customs authorities, airport personnel, government authorities, courier companies, and other relevant stakeholders to ensure that shipments are properly processed, documented, dispatched, tracked, and delivered in accordance with Sky Cargo Services policies, airline requirements, airport procedures, customs requirements, and applicable regulations.

Job Requirements

KEY RESPONSIBILITIES

A. Cargo & Courier Operations

  • Coordinate the collection, acceptance, handling, dispatch, transportation, and delivery of shipments.
  • Determine appropriate transportation methods and routes based on destination, shipment type, urgency, weight, dimensions, and customer requirements.
  • Coordinate multiple shipments for different customers simultaneously.
  • Ensure shipments are processed and dispatched within agreed timelines.
  • Verify shipment details before acceptance and dispatch.
  • Ensure proper handling and safeguarding of all customer shipments.
  • Coordinate transportation of shipments to and from the airport when required.
  • Report any loss, damage, discrepancy, or irregularity immediately to the supervisor.

B. Shipment Documentation

  • Prepare, verify, and maintain Air Waybills (AWBs), invoices, receipts, shipment forms, and other required documents.
  • Verify consignor and consignee information.
  • Record shipment quantity, weight, dimensions, origin, destination, date, time, and tracking/reference number.
  • Ensure all required documents are complete and accurate before shipment dispatch.
  • Maintain organized physical and electronic shipment records.
  • Immediately report missing or incorrect documentation to the responsible supervisor.

C. Airline & Airport Coordination

  • Coordinate with airline cargo departments and representatives regarding shipment acceptance, booking, loading, transit, arrival, and delivery.
  • Coordinate with airport authorities and relevant personnel regarding cargo and courier operations.
  • Follow up on airline schedules, shipment status, delays, and operational issues.
  • Ensure shipments comply with airline and airport handling procedures.
  • Coordinate shipment handover to authorized airline or airport personnel.

E. Shipment Tracking & Follow-Up

  • Track shipments from acceptance through final delivery.
  • Monitor shipment status and expected delivery times.
  • Follow up on delayed, missing, damaged, or misrouted shipments.
  • Coordinate with airlines, courier companies, and other service providers to resolve shipment problems.
  • Provide timely updates to customers and management.
  • Maintain records of shipment exceptions, delays, complaints, and corrective actions.

F.  Computer & Reporting

  • Enter and maintain shipment information in company systems and databases.
  • Use shipment tracking and barcode systems where applicable.
  • Use online airline and courier tracking systems.
  • Maintain shipment records using Microsoft Excel and other Microsoft Office applications.
  • Prepare daily, weekly, or monthly shipment reports as required.
  • Maintain confidentiality of customer, shipment, financial, and company information.

3. QUALIFICATIONS & EXPERIENCE

  • Bachelor’s Degree or equivalent in the related field
  • Minimum 2 years of relevant experience in cargo, courier, logistics, airline, airport, freight, transportation, or related operations.
  • 3+ years of relevant experience will be preferred.
  • Previous experience in airline cargo or airport operations is highly desirable.
  • Knowledge of cargo and courier documentation and procedures.
  • Knowledge of basic customs and airport procedures is an advantage.
  • Good written and verbal communication skills in Dari and Pashto.
  • Basic working knowledge of English is preferred.
  • Basic computer literacy and familiarity with Microsoft Office.
  • Ability to use Microsoft Excel for shipment records and reporting.
  • Ability to work full-time and flexible hours according to operational requirements.

6. KEY PERFORMANCE INDICATORS (KPIs)

The Courier Officer will be evaluated based on:

  1. Timely processing and dispatch of shipments.
  2. Accuracy and completeness of shipment documentation.
  3. Accuracy of shipment records and tracking information.
  4. Reduction of shipment delays and documentation errors.
  5. Timely communication of shipment status to customers.
  6. Proper handling and safeguarding of shipments.
  7. Effective follow-up of delayed, missing, damaged, or misrouted shipments.
  8. Proper collection and recording of authorized charges.
  9. Compliance with airline, airport, customs, and company procedures.
  10. Quality of customer service and complaint resolution.
  11. Effective coordination with airlines, customs, airport authorities, and internal departments.
  12. Timely submission of required operational reports.

7. AUTHORITY & ACCOUNTABILITY

The Courier Officer is accountable for:

  • Proper handling and documentation of assigned shipments.
  • Accuracy of shipment information entered into company systems.
  • Timely follow-up of shipment movements and exceptions.
  • Proper communication with customers and external stakeholders.
  • Safeguarding company and customer property.
  • Compliance with company policies and operational procedures.
  • Immediately reporting any loss, damage, discrepancy, complaint, incident, or regulatory issue to the immediate supervisor.

The Courier Officer shall not make unauthorized commitments, discounts, financial arrangements, or operational decisions on behalf of Sky Cargo Services without the approval of the authorized supervisor or management.


8. GENERAL RESPONSIBILITIES

  • Protect company property, equipment, documents, and shipment records.
  • Cooperate with Cargo, Operations, Finance, and other relevant departments.
  • Maintain proper attendance and punctuality.
  • Perform other duties related to cargo and courier operations as assigned by management.
