Job Summary

The WASH Officer will work under the direct supervision of the Project Manager and will be responsible for supporting the planning, coordination, implementation, monitoring, and reporting of WASH activities in targeted communities. The position will provide technical and operational support to ensure the effective delivery of activities related to safe water supply, sanitation, hygiene promotion, and community engagement. The WASH Officer will coordinate closely with community representatives, local authorities, project staff, and other relevant stakeholders to facilitate effective implementation of WASH interventions. The position will supervise and support Hygiene Promoters and other field staff, monitor field activities, identify implementation challenges, and ensure that activities are carried out in accordance with approved project plans, WASH standards, and organizational guidelines. The WASH Officer will also support community assessments, needs identification, data collection, hygiene promotion, beneficiary engagement, monitoring, documentation, and reporting. The position will ensure meaningful participation of women, people with disabilities, and other vulnerable groups and will regularly communicate field-level progress, challenges, and community feedback to the Project Manager.

Duties and Responsibilities:

·        Support the planning, coordination, and implementation of WASH activities in targeted communities in line with the approved project plan.

·        Coordinate and supervise Hygiene Promoters and other WASH field staff to ensure effective implementation of activities.

·        Provide technical support and guidance on hygiene promotion, safe water handling and storage, sanitation, handwashing, and prevention of waterborne diseases.

·        Conduct and support WASH needs assessments, household surveys, community consultations, and field assessments.

·        Monitor WASH activities regularly and ensure that activities are implemented according to project objectives, WASH standards, and organizational guidelines.

·        Coordinate with community leaders, local authorities, community representatives, and other relevant stakeholders to facilitate smooth implementation of WASH activities.

·        Support the planning and implementation of hygiene promotion campaigns, awareness sessions, and community mobilization activities.

·        Monitor community participation and ensure the inclusion of women, people with disabilities, and other vulnerable groups in WASH interventions.

·        Monitor the quality and proper use of WASH facilities, hygiene materials, and project supplies where applicable.

·        Collect, review, verify field data and ensure accurate and timely documentation of WASH activities.

·        Identify implementation challenges, community concerns, and technical issues and report them to the Project Manager with appropriate recommendations.

·        Establish and maintain effective feedback and complaints mechanisms and ensure community concerns are properly communicated and followed up.

·        Prepare and submit regular weekly and monthly progress reports to the Project Manager.

·        Maintain proper records of WASH activities, assessments, monitoring visits, community meetings, distributions, and other project documentation.

·        Coordinate closely with the Project Manager and other project staff to ensure effective and timely implementation of WASH interventions.

·        Support capacity-building and training activities for community members, WASH staff, and relevant community structures.

·        Participate in field monitoring visits and provide regular updates on progress, challenges, achievements, and lessons learned.

·        Ensure that all WASH activities are implemented in accordance with approved plans, relevant technical standards, and organizational policies.

·        Perform any other WASH-related duties assigned by the Project Manager.

Job Requirements

·        Diploma or bachelor’s degree in WASH, public health, environmental health, civil engineering, social sciences, development studies, or a related field is preferred.

·        Minimum of 2–3 years of relevant professional experience in WASH, hygiene promotion, community mobilization, or humanitarian/development projects.

·        Practical experience in planning, implementing, supervising, and monitoring WASH activities in humanitarian or development settings.

·        Good technical understanding of safe water supply, sanitation, hygiene promotion, handwashing, water quality, and prevention of waterborne and sanitation-related diseases.

·        Experience in conducting WASH needs assessments, household surveys, community consultations, field monitoring, and data collection.

·        Strong coordination, communication, interpersonal, facilitation, and problem-solving skills.

·        Ability to supervise and provide technical guidance to Hygiene Promoters and other field staff.

·        Ability to coordinate effectively with communities, local authorities, community leaders, project staff, and other relevant stakeholders.

·        Demonstrated ability to prepare accurate reports, maintain project documentation, analyze field data, and provide timely updates to the Project Manager.

·        Commitment to accountability, inclusion, community participation, safeguarding, and the Do No Harm principle.

·        Ability to ensure the meaningful participation of women, people with disabilities, and other vulnerable groups in WASH activities.

·        Ability to work effectively under pressure, independently, and as part of a team in challenging field environments.

·        Fluency in Pashto and Dari; good working knowledge of English is preferred.

·        Good computer skills, including MS Word, Excel, email, and internet applications.

·        Ability and willingness to travel regularly to targeted communities and project sites.

·        Ability to work professionally and respectfully with people regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
