Mandatory requirements (Bidders will be excluded if not submit the Mandatory Requirement

• Legal Registration and Licensing: The firm shall be duly registered and licensed under applicable Afghan law to provide legal services and represent clients before competent courts and government authorities. Evidence shall include valid registration, relevant legal practice/license documentation, and Tax Identification Number (TIN).
• Experience and Kabul Presence: The firm shall have a minimum of four years of legal practice experience in Afghanistan, including demonstrated experience with NGOs/INGOs registered with the Ministry of Economy (NGO Directorate), and shall have an operational office or verifiable formal representation in Kabul.
