Dear Construction Companies,

International Organization for Migration (IOM) office in Kabul kindly requests your quotation for the project titled Construction of Four Projects (Sulaiman Khail Inzar, Chahar Qala, Aini Khail and Mula Fazal Kala) in Pachir Agam and Chaparhar Districts of Nangarhar province.

This solicitation is issued through the IOM Afghanistan WAVE tendering platform. Bidders must review all instructions and attachments prior to the quotation submission.

Quotations Submission Method:

§ All offers must be submitted via IOM supplier portal (WAVE System).

§ Late submissions will not be accepted by the system.

Other Requirements:

Bid Security: 2% of the total quoted amount is required to be submitted with bid documents.

Eligible Companies to Submit Quotation: Construction companies holding a Valid Business License Only.

Validity of Offer: 120 Days

Delivery Location: Nangarhar Province

Districts: Pachir Agam and Chaparhar Districts

Currency of quotation: Afghani (AFN)

Tax: All prices should be exclusive of VAT and other indirect TAXES.

Last Deadline for submission of quotation through the system is: 03 September 2026.

Clarifications/ Questions on Bid Documents:

The final deadline for submitting requests for clarification regarding the tender documents or any project-related issues is 31 August 2026. All questions and requests for clarification must be submitted through the WAVE messaging system or iomkabulprocurement@iom.int. Clarification requests submitted through any other communication channel will not be considered.

Project Site Visit:

A site visit will be conducted jointly by IOM engineer and the technical representatives of participating companies on 26 and 27 August 2026 in Nangarhar province at 10:30AM.

To facilitate coordination, companies are requested to send the full name and contact number of their technical representative via email at iomkabulprocurement@iom.int or through the WAVE system messaging no later than 24 August 2026 at 04:00PM, Kabul time.

The last deadline for expressing interest in attending the project site visit is 24 August 2026 at 03:30 PM (Afghanistan local time). Companies that fail to express their interest by the specified deadline will not be eligible to participate in the site visit and, consequently, will not be permitted to submit a quotation.

Furthermore, if a company, for any reason, does not attend the mandatory site visit, its quotation will not be considered and will be automatically rejected during the preliminary stage of the evaluation process.
