About MiliBus SOCs
The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.
As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs.
Job Description:
This term of reference delineates the purpose and responsibility of the Financial Analyst Specialist. Who, is responsible analyzing the SOC’s budgets and financial plans, investments, acquisition, financial transactions, production and distribution resources, goods, and services by collecting and analyzing data, researching trends, and evaluating economic issues of SOCs in which SOC involves as part of its broader business strategy.

Roles & Responsibilities:
The roles and responsibilities of the Financial Analyses Specialist are as follow but not limited to:
Prepare weekly, monthly and quarterly report which include key metrics, financial results and variance.
Develop updated financial system for Milli Bus SOC and train financial Team on it.
Prepare economical strategy and policies of SOCs.
Assist team efforts to ensure the financial model meets SOC objectives and adheres to international standards, verifying quality and accuracy by the best reconciliation processes.
Conduct market research, data mining, business intelligence, and valuation comps
Analyze issues such as consumer demand and sales to help SOCs maximize its profits.
Analyze the effect of employment levels, business cycles, FDI, exchange rates, taxes, inflation, or interest rates on SOCs development and profits.
Analyze data using mathematical models, statistical techniques, and software.
Evaluate financial performance by comparing and analyzing actual results with plans and forecasts.
Analyze past results, perform variance analysis, identify trends, and make recommendations for improvements.
Conduct formal risk assessments related to financial matters and make recommendations to the BOD and executive board on an annual basis.
Evaluate, assess and make practical recommendations to the Milli Bus SOC’s BOD and executive board on financial manuals, policies, strategies, Cost management issues, Cash flow management, Investment decisions, Budgeting and financial plans.
Provide regular and ad-hoc advisory to the SOC’s BOD and executive board on the financial operations matters.
Builds and maintains strong relationships and communication with various relevant stakeholders, including the SOCs, ministries and other national and international organizations.
Attend meeting with key stakeholders regarding Milli bus SOC business strategic plan when requires.
Any other tasks assigned according to the law of Milli Bus SOC.

Job Requirements:
Education
Bachelor’s and master’s degree holders (business, economic, commerce) seven and five years minimum experience in Government agencies and with international NGOs relevant financial and economic experience required respectively.
Knowledge of data analytics and reporting related to financial and economic metrics.
Experience in handling of web-based management systems and SPSS, EViews or other economic software.
Proficiency in MS Office.
Experience
Prior GD-SOCs and Ministries experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.
Financial and economic academic studies or certification from a reputable institution is a distinct advantage.
Language
Fluency in Pashto, Dari, and English
