Job Description:

The Finance Manager is accountable to carry out the following key role and responsibilities but not limited to: 

  • Accounting system management:
    • Establishing analytical accounts for projects to accurately record revenue and expenditure in accordance with NQA’s chart of accounts, financial accounting policies, procedures, and donor standards.
    • Oversee day-to-day coordination of financial activities ensuring cost efficiency;
    • Managing monthly payroll process and keeping payroll records in coordination with the HR department;
    • Ensure that the costs are aligning with donor funds, budget lines and budget plan;
    • Record financial transactions in the system on a daily basis;
    • Preparing of vouchers according to NQA chart of accounts;
    • Maintain bills and supporting documents in proper manner both soft and hard copies Such as (Income statements, Expense ledgers, original invoices and receipts for expenses with all required support documents).
    • Develop and/or update office procedures to increase efficiency and effectiveness.

 

 

  • Banking and cash management: 
    • Manage bank accounts and related records, cash disbursements, cash receipts and reports on status of accounts;
    • Maintain and update a proper petty cash book for local cash expenses. The cash book should be updated and reconciled with the NQA office at least once a month;
    • Management of cash flows in accordance with donor/ organization approved policies and procedures.
    • Ensure that monthly balance sheet reconciliations are completed on a timely basis and all final reconciliations and trial balances are reviewed.
  • Financial reporting:
    • Prepare and present accurate, timely (Monthly, quarterly, six-monthly, final and when needed), comprehensive financial reports, including income statements, balance sheets, and cash flow statements to NQA office, donors, ministry of economy and relevant Government sectors.
  • Budgeting and forecasting:
    • Prepare budgets and budget projection for projects and admin with close coordination of program and admin departments;
    •  Provide and maintain budget forecast in monthly, quarterly and annual-basis;
  • Financial planning and analysis:
    • Perform in-depth financial analyses to assess the financial performance of the organization and identify areas for improvement;
    • Support strategic decision-making by providing forecasts, and projections to assist in long-term planning and resource allocation.
    • Maintain strong cash controls and reconciliation processes.
  • Risk management:
  • Assess and manage financial risks, including credit risk, market risk, and liquidity risk, and minimize potential losses.
  • Compliance:
    • Ensure that the organization adheres to all relevant financial policies, procedures, regulations and guidelines, including tax compliance and financial reporting standards.
    • Assist Management to set up proper internal control system in NQA.
  • Audit management:
    • Contribution to preparing contract documents, read the contracts and ensure to add all the needed points for auditing based on both NQA’s and donor’s requirements;
    • Facilitate the work of external and internal auditors and ensure that financial records are properly maintained and readily available during audits;
    • Maintain and follow up of the audit finding’s corrective action plan.

 

  • Participate in finance related meetings and donor meetings;
  • Payment of all NQA tax on time & follow up.
  • Project registration in Ministry of Economy’s online system and provide supporting financial documents;
  • Provide and present all financial regulations including policies, procedures, and guidelines to the relevant staff.
  •  Monitoring all financial activities and records at field level.
 

Job Requirements:

 

  • Holder of a bachelor’s degree in economy or related field (BBA, Commerce, Accounting, Finance) or other relevant field, Master’s Degree is preferred.
  • Accounting professional qualification- Chartered/Certified Accountant (CIMA, CPA, ACCA) or other comparable/equivalent qualification.
  • A minimum of 5 years’ related experience in National or  International, Non-Government Organization. 
  • Grants Management Knowledge is an added advantage.
  • Demonstrable Financial Reporting Skills.
  • In-depth understanding of financial reports especially Balance Sheets & Income Statements.
  • Good Analytical skills.
  • Profession Knowledge in accounting software.
  • Proficiency in Computer applications (Excel, Word, Power Point etc.)
  • Excellent command of English (verbal and written).
