Overview:

Hedayat Omar Construction and Road Building Company is seeking a dynamic Technical Proposal Writer to join our team, driving our growth by creating compelling and tailored proposals that highlight our strengths and expertise in the construction and engineering sectors. This role is pivotal in shaping our success, requiring a deep understanding of technical nuances, exceptional writing prowess, and the ability to collaborate effectively with diverse teams and stakeholders.

Key Responsibilities:

1. Crafting Proposals:

   - Meet proposal deadlines by establishing priorities and target dates for information gathering and narrative development.

   - Develop Management and Technical Proposals in response to construction ITBs, RFPs, RFTs, RFQs, ensuring they reflect our capabilities and resonate with client needs.

   - Customize and adapt text to meet the specific requirements of each proposal, maintaining our consistent brand voice and messaging.

   - Conduct quantity takeoffs and calculate costs for materials, labor, and equipment based on project specifications to develop accurate cost estimates.

   - Develop preliminary, bid, and final cost estimates tailored to project stages and requirements, ensuring alignment with budgetary constraints and financial objectives.

   - Produce detailed CAD drawings as needed for each project to accurately meet the specific requirements and expectations of the client.

2. Quality Excellence:

   - Conduct meticulous reviews and edits of technical and financial proposals to ensure they are accurate, clear, and compliant with client guidelines.

   - Uphold the highest quality standards, ensuring each proposal reflects our commitment to excellence before submission.

3. Strategic Planning and Analysis:

   - Analyze project requirements and develop logical plans covering Project Management, Quality Management, Safety Management, Implementation Methodologies, and Capacity Development.

   - Collaborate closely with our teams to infuse technical insights and ensure proposal accuracy.

4. Visual Communication:

   - Design visual aids like diagrams, tables, and graphics to enhance proposal clarity and engagement.

   - Ensure professional presentation and formatting of proposals to project a polished image.

5. Software Mastery:

   - Utilize tools such as Autodesk AutoCAD, Microsoft Word, Excel, Microsoft Project, and Primavera Project Planning for effective proposal development, scheduling, and pricing.

   - Continuously enhance proficiency in proposal-related software to optimize processes and boost efficiency.

6. Relationship Building:

   - Cultivate strong relationships with internal teams, clients, and partners to foster effective collaboration and knowledge sharing.

   - Serve as a bridge between our company and external stakeholders to align proposal content with client expectations.

Qualifications and Skills:

- Bachelor's or Master's degree in Civil Engineering, Construction Management, or a related field.

- Minimum of 5 years of experience in crafting proposals for construction ITBs, RFPs, RFTs, RFQs with international organizations.

- Exceptional technical writing skills with ability for simplifying complex concepts for diverse audiences.

- Fluent in English, Pashto, and Dari, both written and verbal.

- Strong organizational, analytical, and time-management skills.

- Ability to work autonomously on multiple projects, and thrive under tight deadlines.

- Meticulous attention to detail and a passion for quality.

- Proficiency in proposal-related software and tools.
