PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Job Description:

Tasks and Responsibilities

In close coordination with Security Manager at coordination and under the direct supervision of Field Coordinator, the Access and Safety Assistant is responsible for overviewing the implementation, respect and application of all security SOPs, as well as external networking on security related matters in Central Region.

Security and context follow up:

  • Is a main focal point in case of incidents at central base or in the operation areas, and is responsible for reporting any security issue directly to security manager and field coordinator within the shortest delay.
  • Conduct site security assessment for the new locations, hotel, training halls, SRA of the operations areas as well as roads as required by field coordinator.
  • Advises program departments on choice of project locations/sites in development stage.
  • Conduct initial and refresher security and safety training to CE staff and drivers.
  • Ensures that all security equipment including communication, fire extinguishers, saferooms, vehicles, CCTV, Hibernation boxes are functional and up to date and in perfect order and takes corrective actions or reports anomalies to his direct supervisor, if not so. This includes Central Base offices as well as in other locations related to CE activities (warehouse, HFs). He/She will keep a detailed report of the mentioned verifications.
  • Closely follow-up on the security situation and local, social dynamics, to identify potential threats and provide accurate analysis of the security context, through i.e. access trackers and security reports.
  • Keep close contact and good relationship with INSO’s National Security Advisor and other security counterparts from other organizations.
  • Attending security meetings, especially INSO roundtables, as required.
  • Preparing weekly security incident reports and share with Security Manager and Field coo.
  • Mapping of security incidents in PUI interventions locations within CE Region, Update security incident report database of PUI
  • Create and maintain good and positive relationships with the authorities, neighbours, PA, community leaders in all areas of operations and organizes meetings, when required.
  • Advises the field coo. on the review of security measures in place, on a regular basis, adapting to the evolving security context in the coordination with the security manager.
  • Contributes to and updates PUI Central Base’s security documents such as SOP’s, contingency plans, stakeholder analysis, base security plans among others.
  • Plans and organizes security drills in coordination with the Security Manager and Field Coordinator and report to them both.
  • Provision of security briefing for the new hired employees and visitors externally and internally.
  • Supports in ensuring the safety and security of PU-AMI premises in Kabul
  • Keeps updated contact lists and other relevant security databases
  • Security assessment of HFs, development of security plans for HFs, HFs staff security training, regular visit to HFs to provide security briefings and ensure security protocols are in place
  • ensures all new office staff receive a complete security briefing, and that they are aware of the Rules and Regulation related to security (how to react in case of…, dos and don’ts…)
  • Coordinate with guards and RadioRoom each visitor’s access to Central base, such as training attendees, contractors, suppliers, etc.

Movement Tracking and Reporting:

  • Receiving office staff weekly movement plan and investigating potential security concerns.
  • Highlighting locations considered unsafe for the staff to visit in the movement plan, according to the current situation and proposed alternatives in close coordination with security manager.
  • Report all emergencies or security related situation immediately to the Security Manager.
  • Ensures that all movements in/out of the Kabul Central base are authorized and registered in the movement registration sheet.
  • Prepares the Weekly Security Report and Access Tracking Sheet.
  • With the Radio operator, he will be in charge of checking of roads and target areas of MHTs with INSO and local sources, daily before departure.
  • Provides briefing to the staff and drivers prior to their movements to a specific location on movement protocols including communication schemes and contingency plans.
  • Plan debriefing with the staff returned from the trip, identifying the weaknesses and developing improvements proposals. Timely inform Field co. and Security manager about findings and coordinate with them for solutions.
  • Have regular movements to the operation areas, maintains the database of GPS.
  • Ensures proper radio check with the passengers during movements
  • Regularly reports results of radio checks to Security Manager and field coordinator, in case of incident report immediately
  • Prior to trip departure, check the all the security protocols are correctly implemented, communication devices are functioning, staff is briefed. Particularly, drivers are informed about best route to destination, at least one alternative route in case of incidents.
  • All staff members are trained to face situations of potential incidents on the road, security incidents during field visits.

Any other tasks as assigned by the line manager

 

Job Requirements:

Qualification/ Requirements  تحصیلات و شرایط لازمه

  • Graduate from the registered university.
  • Fluent in Dari, Pashto and have fluent capacity in English speaking and repot writing.
  • Excellent command of Ms. Office package software and communication tools.
  • Solid experience in troubled security context and security management.
  • Proven experience of operational leading unit or sub-unit.
  • At least 2 (two) years of progressively responsible experience in INGO/NGO environment in the same field.

Note : Only the highest qualified candidates will be shortlisted for the process ; and not necessarily all candidates who meet the minimum selection criteria.
