Job Description:

MAIN PURPOSE OF JOB:

The Senior IT Officer, operating under the supervision of the IT Manager, oversees the implementation and management of information technology systems for the USAID AFIAT Project. This includes managing AFIAT Network, SharePoint, Microsoft Teams, and Document flow, while also providing support for other Microsoft 365 training and tools. They are responsible for ensuring the availability of appropriate IT systems and support mechanisms for all offices in Afghanistan. Moreover, they manage the information technology and computer systems, ensure technology is equipped with current hardware and software, and monitor and maintain technology to facilitate project work. Additionally, the Senior IT Officer maintains network administration, ICT services, and IT standards, and develops and conducts training on IT systems for MSH staff.

 

Major Activities / Responsibilities:

  • Conduct routine audits and assessments of IT infrastructure and systems to pinpoint potential vulnerabilities, security gaps, and areas for enhancement. Implement necessary measures to bolster overall IT security and ensure compliance with pertinent standards and regulations.
  • Assist IT Manager, in managing AFIAT document flow developed in Power Apps , Power Automate and Power BI
  • Collaborate with external vendors and service providers to procure IT-related products and services, negotiate contracts, and oversee the timely delivery and installation of equipment.
  • Develop and uphold IT policies, procedures, and documentation, ensuring alignment with organizational standards and regulatory mandates. Continuously review and update these materials to reflect technological advancements and evolving business requirements.
  • Provide technical expertise and assistance during the planning and execution of IT projects, including system upgrades, migrations, and deployments.
  • Stay abreast of emerging technologies, trends, and best practices within the IT realm.
  • Work closely with the IT team at the Kabul main office to deliver daily IT support and address related inquiries.
  • Configure, monitor and maintain the MSH/AFIAT cloud network using CISCO Meraki.
  • Execute data backup procedures for MSH/AFIAT computers and SharePoint.
  • Assist the operations team in conducting computer hardware inventory for both the Kabul Main Office and provincial offices, as well as facilitate the distribution of IT equipment to provincial offices.
  • Support the procurement team in acquiring IT and communication equipment for both the Kabul main office and provincial offices.
  • Provide support to the M&E and Program departments with HQIP assessments and mentorship for MSH/AFIAT by supplying necessary IT devices and software.
  • Establish and oversee channels on MS Teams and SharePoint for MSH/AFIAT departments.
  • Develop IT wikis and tutorials for MSH/AFIAT staff.
  • Regularly assess staff training needs in computer usage, MS365, SharePoint, Microsoft Teams, and Google Apps maintenance.
  • Assist the IT Manager in conducting weekly IT training sessions for all MSH/AFIAT staff.
  • Remotely update Windows OS, Office 365, drivers, and patches for provincial users' endpoint devices to ensure optimal system security and performance.
  • Manage CrowdStrike Falcon   (cloud-managed endpoint security solutions) to safeguard provincial endpoint users against viruses, malware, and cyber threats.
  • Utilize Ninja RMM (all-in-one cloud-based services tool) to monitor and manage software, optimizing AFIAT’s computer system efficiency.
  • Guide the IT associate in assisting and resolving AFIAT users’ IT-related issues, ensuring tasks are completed accurately and promptly.
  • Manage and configure the Biometric Fingerprint machine, providing instructions to IT members on its usage, employee management, attendance reporting, and maintenance.
  • Offer help desk support for the CCTV surveillance system.
  • Assist the IT Manager in conducting SharePoint/Office 365 training sessions for AFIAT employees.
  • Provide help desk support for creating and managing virtual meetings on Microsoft Teams, Zoom, etc.
  • Monitor internet connectivity for Kabul and 14 provincial offices, promptly addressing any disconnections, and liaising with internet service providers to maintain proper functioning of connections and web servers for main and regional offices.
 

Job Requirements:

REQUIRED MINIMUM EDUCATION:

  • Bachelor's degree in computer science, Information Systems, or a related field. Master degree is preferred.

 

REQUIRED MINIMUM EXPERIENCE:

  • Minimum of 7+ years’ experience in information technology operations and support experience.
  • Microsoft role-based certificates in Microsoft 365, Microsoft Team, or any other related Microsoft 365 role-based Certificate and industrial certificate CCNA or CCENT.
  • Sufficient experience in managing SharePoint Online and Microsoft 365 tools.
  • Familiarity with the Microsoft Teams platform.
  • Adequate experience in Wire and Wireless Networks.
  • Experience in using Meraki Devices
  • Proficiency in Microsoft Power Platform (Microsoft Power Apps, Power Automate, and Power BI).
  • Thorough understanding of US Government-funded programs, regulations, and requirements.

 

KNOWLEDGE AND SKILLS:

  • Extensive knowledge in administering Microsoft Windows 10 and 11 operating systems, Microsoft 365, and SharePoint Online

  • Considerable knowledge of hardware and software configuration issues
  • Previous experience installing, maintaining, and troubleshooting Microsoft  365, and other (MSH Projects) standard software.

  • Proven experience in Microsoft Teams use configuration and administration.
  • Demonstrate ability to create and Administer Power Automate and Power App solutions.  and Outlook client
  • Understanding of risk analysis and security considerations
  • SharePoint Online Management Shell (PowerShell) experience is a plus.
  • Experience in Cisco Meraki devices and dashboards
  • Ability to work under pressure.
