Job Summary

1.   Job Summary

The Finance & Administration Manager is responsible for the overall financial management, administrative operations, and compliance of EPHS/BPHS projects. The role ensures effective financial planning, budgeting, reporting, internal controls, and compliance with donor regulations, MoPH policies, and organizational procedures.

The position plays a critical leadership role in ensuring transparency, accountability, and efficient use of resources to support quality healthcare service delivery.

2. Key Responsibilities

A. Financial Management

  • Lead the development, implementation, and monitoring of project budgets.
  • Ensure accurate and timely recording of all financial transactions.
  • Prepare monthly, quarterly, and annual financial reports.
  • Monitor budget utilization and provide variance analysis with recommendations.
  • Manage cash flow, forecasting, and fund requests to donors.
  • Ensure proper allocation of costs in line with donor requirements.

B. Compliance & Internal Control

  • Ensure full compliance with donor regulations (World Bank, EU, USAID, etc.) and MoPH guidelines.
  • Develop and enforce strong internal control systems.
  • Ensure proper documentation and audit trail for all transactions.
  • Coordinate internal and external audits and ensure timely response to audit findings.
  • Prevent fraud, corruption, and financial mismanagement.

C. Grants & Donor Reporting

  • Prepare and submit high-quality financial reports to donors.
  • Ensure alignment of financial reports with programmatic activities.
  • Support proposal development with budget preparation.
  • Monitor donor agreements and ensure financial compliance.

D. Administration & Operations

  • Oversee administrative functions including procurement, logistics, and asset management.
  • Ensure proper management of office facilities, vehicles, and equipment.
  • Supervise HR/admin processes including payroll, contracts, and staff records.
  • Ensure compliance with labor laws and organizational HR policies.

E. Procurement & Asset Management

  • Ensure procurement processes follow donor and organizational policies.
  • Oversee tendering, bid evaluation, and contract management.
  • Maintain updated asset registers and conduct periodic inventory checks.

F. Team Management & Capacity Building

  • Supervise and mentor finance and admin staff.
  • Build the capacity of team members on financial systems and donor compliance.
  • Promote a culture of accountability, integrity, and teamwork.

G. Coordination & Representation

  • Coordinate with MoPH, donors, auditors, and stakeholders on financial matters.
  • Participate in management meetings and provide strategic financial input.
  • Support program teams with financial planning and decision-making.

Job Requirements

Qualifications & Requirements

Education

  • Bachelor’s degree in Finance, Accounting, Business Administration or related field (Master’s preferred).
  • Professional certifications (ACCA, CPA, CA, or equivalent) are a strong advantage.

Experience

  • Minimum 5–8 years of relevant experience in finance and administration.
  • At least 3–5 years in a managerial role within the NGO/INGO sector.
  • Proven experience with EPHS/BPHS or similar health projects preferred.
  • Strong experience with donor-funded projects (World Bank, EU, USAID).
