Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 250 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 250,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking pipe schemes for poor communities in remotest parts of some provinces; supports nine Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance in winter and disaster prone regions.

Job Summary

The construction/site Engineer is responsible for supervising all the construction activities in the AFV project sites including technical supervision, coordination, and monitoring of all the construction activities assigned as per the project technical documents and BoQ. Incumbent shall ensure all works are in accordance with the approved engineering drawings, technical specifications, contract requirements, applicable building codes, and the organization policies.

The incumbent is also responsible for quality control and quality assurance of the construction materials against the agreed standards in the project technical documents and ensuring smooth implementation as per the project timeline. He is also responsible for provision of technical advice to the contractor during construction work and project implementation. Under the overall supervision and guidance of the project manager/management the construction/site engineer undertakes the following duties.

Key Duties and Responsibilities

Technical Duties

  • Supervise and monitor all daily construction activities carried out by the contractor.
  • Ensure all construction works are executed in accordance with approved engineering drawings, technical specifications, method statements, and project schedules.
  • Coordinate daily work activities with the project manager and management as required.
  • Monitor manpower, construction equipment, and material resources to ensure efficient project execution.
  • Ensure work is performed safely, efficiently, and in compliance with project quality requirements.
  • Provide technical guidance to contractors and construction personnel on site.
  • Resolve routine technical issues encountered during construction.
  • Measure and verify completed construction quantities for progress monitoring and contractor payment purposes.
  • Review quantity calculations against approved Bills of Quantities (BOQ).
  • Assist in preparing measurement sheets and quantity reconciliation reports.
  • Monitor material consumption and identify excessive wastage.
  • Verify site setting-out, benchmarks, grid lines, elevations, and dimensions before commencement of construction.
  • Check dimensions, verticality, and levels of completed works before approval.
  • Monitor safe working practices throughout the construction site.
  • Ensure workers use the required Personal Protective Equipment (PPE).
  • Report unsafe conditions, unsafe acts, accidents, and near-miss incidents.
  • Promote good housekeeping and environmental protection throughout the project.

Material Inspection and Control

  • Inspect construction materials upon delivery to ensure compliance with approved specifications.
  • Ensure only approved materials are used in construction.
  • Verify that all materials conform to approved technical specifications and project requirements.
  • Review manufacturers' certificates, test certificates, and material approval documents.
  • Review laboratory test reports and verify compliance with project specifications.
  • Conduct site inspections before approving work for subsequent construction activities.
  • Monitor proper storage, handling, and protection of materials on site. Coordinate material inspections with project officer and procurement team.
  • Report damaged, defective, or non-compliant materials for corrective action.

Technical Documentation

  • Maintain accurate records of daily site activities, inspections, measurements, and construction progress.
  • Prepare daily site diaries, technical reports and weekly work progress reports with photo documentation.
  • Record site instructions, requests for information (RFIs), and engineering clarifications.
  • Review and maintain approved construction drawings, specifications, and method statements.
  • Ensure all technical documentation is maintained in accordance with standard document control procedures.

Contractor Coordination

  • Coordinate daily construction activities with contractor and management.
  • Conduct site coordination meetings to review progress, work priorities, and technical issues.
  • Ensure contractor has sufficient manpower, equipment, and materials to meet project schedules.
  • Monitor contractor compliance with contract requirements and approved work programs.
  • Assist in resolving technical disputes and construction-related issues.

Job Requirements

Education:

  • At least bachelor degree in civil engineering. Master is preferred.
  • Knowledge and experience of MS office and other engineering statistical programs such as AutoCAD, and other related construction design programs
  • Full knowledge of designing and implementation of Construction works.

Work Experience:

  • At least (3-5) years of experience of working with NGOs and implementation of construction projects. (Master with at least 3 years and Bachelor with at least 5 years).
  • Familiar with relevant national and international construction standards/codes.
  • Experience with field level coordination with national/international organizations.
  • Familiarity/Fluency in English and local languages Pashto and Dari.
  • Excellent communication, cooperation, and interpersonal skills.
