Establishment of LTA for Provision of Rental Vehicles - IOM AFG

The International Organization for Migration (IOM) Afghanistan invites qualified and duly licensed service providers to submit bids for the establishment of one or more non-exclusive Long-Term Agreement(s) (LTA) for the provision of rental vehicles to support IOM operations across Afghanistan.

The required services include the provision of vehicles with drivers on an all-inclusive basis, including fuel, maintenance/repairs, insurance, and related operational costs, as detailed in the Terms of Reference (ToR). Services may be required for routine missions, field activities, monitoring visits, coordination activities, and emergency response operations on an as-needed basis.

This procurement is divided into five (5) regional Lots as indicated in the solicitation. Bidders may apply for one, several, or all Lots, depending on their operational and technical capacity. Bids for sub-parts of a Lot are not permitted.

The LTA(s) will be established for an initial period of one (1) year, with possible extension(s) subject to satisfactory performance and IOM operational requirements.

Minimum Eligibility Requirements:

• Valid business license in Afghanistan with at least six (6) months validity remaining at the bid submission deadline
• Relevant experience in vehicle rental and/or transport services
• Evidence of at least three (3) similar contracts, including at least one (1) contract with a minimum value of USD 300,000
• Availability of the required vehicle categories and supporting fleet documentation, as specified in the solicitation documents
