Terms of Reference for the Vehicle and Driver Services
The Service Provider shall perform the services specified in these Terms of Reference, which form an integral part of this contract.
The Service Provider shall provide a driver with a vehicle (Toyota Picnic or Toyota Fielder, model 1998 or above) and make both available to the Client for transportation services in accordance with the Client’s requirements. The service shall be provided five (5) days a week, usually from Sunday to Thursday, from 06:00 AM to 06:00 PM, including additional days or hours whenever required by the Client.
There shall be no maximum distance limitation per week or month for the Service Provider’s contractual duties. The Service Provider shall operate the vehicle anywhere within Kabul and/or to other provinces as required by the Client.
The Service Provider shall be vetted and approved prior to being assigned to any driving duties related to the Client.
The Service Provider shall ensure that all vehicle documents are valid and comply with applicable traffic laws, vehicle safety requirements, and regulations throughout the contract period.
The Service Provider shall be fully responsible for the safety and security of all passengers at all times during transportation services.
The Service Provider shall keep a charged mobile phone available at all times to ensure emergency communication.
The Service Provider shall maintain the vehicle in a clean, tidy, and dust-free condition at all times, both inside and outside.
The Service Provider shall maintain appropriate personal hygiene and presentable clothing during working hours.
The Service Provider shall be fully responsible for all vehicle-related matters, including accidents, repairs, maintenance, servicing, and any associated costs or losses.
The Client shall not be responsible for any payments to the Service Provider for any period during which the vehicle is not available, regardless of the reason.
If the Service Provider’s vehicle becomes unavailable or the Service Provider is unable to perform duties, it shall be the Service Provider’s responsibility to provide a replacement vehicle and/or driver. Any replacement vehicle must meet the same standards and must be approved in advance by the Client.
The Client reserves the right to request replacement of the Service Provider at any time at its sole discretion.
The Service Provider shall maintain a log of all passenger movements, including pick-up and drop-off details for every trip.
The Service Provider shall immediately report any misconduct, incidents, injuries, or unusual events to the Client.
The Service Provider shall ensure that all passengers sign the movement log at each drop-off point.
The Service Provider shall report all pick-up and drop-off activities for every trip to all destinations as required.
The Service Provider shall submit a daily movement log to the Client, and weekly hard copies of signed passenger logs must also be submitted.
The log shall clearly include the Service Provider’s name, vehicle license plate number, and all destinations, with each trip clearly documented on every entry line.
