Job Summary

  • Lead and oversee all procurement, logistics, supply chain, vendor management, and contract management functions across VDO operations and projects.
  • Develop and implement procurement policies, SOPs, procurement plans, supplier management systems, and long-term agreements (LTAs) in line with donor regulations, Afghan laws, and organizational procedures.
  • Supervise procurement staff, logistics teams, warehouse personnel, and field procurement focal points.
  • Ensure transparent, competitive, timely, and cost-effective procurement processes including RFQs, ITBs, RFPs, bid evaluations, supplier due diligence, and contract negotiations. 
  • Review and approve procurement documentation, technical specifications, procurement tracking systems, and tender files.
  • Coordinate with finance, program, admin, logistics, and compliance departments to ensure procurement activities align with project timelines and donor requirements.
  • Monitor procurement risks, vendor performance, delivery schedules, market trends, and compliance gaps.
  • Ensure implementation of anti-fraud, anti-corruption, safeguarding, conflict-of-interest, green procurement, and local procurement principles.
  • Support donor audits, spot checks, procurement committee processes, and compliance reviews.
  • Prepare procurement reports, analysis, procurement pipelines, and strategic sourcing plans.

Job Requirements

  • Bachelor’s or Master’s degree in Procurement, Supply Chain Management, Business Administration, Logistics, or related field.
  • Minimum 7–10 years of procurement and supply chain management experience in NGOs or donor-funded projects.
  • Strong knowledge of donor procurement regulations and contract management.
  • Excellent negotiation, leadership, analytical, and documentation skills.
  • Experience managing LTAs, tenders, and multi-provincial procurement systems.
  • English excellent, Dari and Pashtu fluent/
