Job Summary

  • Lead strategic engagement and coordination with government authorities, ministries, local administrations, humanitarian coordination bodies, and external stakeholders to support operational access, approvals, MoUs, legal documentation, registrations, and project implementation processes.
  • Develop and maintain professional relationships with relevant authorities and stakeholders at national and provincial levels.
  • Oversee preparation, submission, follow-up, and renewal of MoUs, project approvals, registration documents, official letters, access requests, and compliance documentation.
  • Coordinate with program, compliance, legal, HR, procurement, and operations teams to ensure all project documentation and government requirements are completed accurately and on time.
  • Monitor regulatory changes, administrative procedures, access constraints, and operational risks affecting project implementation.
  • Support resolution of access-related issues, coordination challenges, and administrative bottlenecks. Represent VDO in coordination meetings, official consultations, and engagement forums where required.
  • Maintain records of official correspondence, approvals, MoUs, and government submissions.
  • Ensure professional, neutral, and compliant engagement with authorities while upholding humanitarian principles and organizational integrity.

Job Requirements

  • Bachelor’s or Master’s degree in Public Administration, Political Science, International Relations, Law, Development Studies, or related field.
  • Mminimum 7–10 years of experience in government liaison, coordination, access management, or stakeholder engagement.
  • Strong understanding of NGO regulatory systems and operational coordination in Afghanistan.
  • Excellent negotiation, communication, diplomacy, and documentation skills.
  • English excellent, Dari and Pashtu fluent
