About The HALO Trust

The HALO Trust is the world’s largest humanitarian mine clearance organisation. We save lives and restore communities threatened by landmines and other weapons of war, such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Born out of a desire to help the people of Afghanistan in 1988, we now have over 8,000 staff in 30 countries and territories, working to get vulnerable communities back on their feet following conflict. Millions of families have been able to return to their homes safely thanks to this work, but there is still much to do.

There are many challenges associated with delivering humanitarian work, but we are passionate in our commitment to create safe, secure communities but we do not shy away from working in countries where there are gaps in international support for clear humanitarian needs. As an advocate for the ‘forgotten’ in the world, we urgently wish to reach more countries where our skills and experience can accelerate recovery and provide the essential groundwork to help address the root cause of the current refugee crisis.

Demining remains our core purpose but in order to deal with the broader debris of war, we are strengthening our work in weapons and ammunition management. We help governments to manage stockpiles of weapons and dispose of weapons and ammunition. 

Job Summary

The Programme Officer will work closely with senior programme staff and international staff. The PDM team is small and dynamic. HALO is seeking a proficient national staff team member to work in HALO’s oldest programme. We are seeking open-minded candidates who can adapt to a fast-changing work environment.

Job Requirements

Funding acquisitio

  • Lead and support the planning and delivery of concept notes and proposals to a variety of different donors to achieve HALO’s short and long-term goals.
  • Ensure close coordination with other HALO departments as part of proposal development processes and ensure timely submission of concept notes and proposals.
  • Ensure that future programming integrates any findings or lessons learned from previous projects.
  • Facilitate project design and coordinate the management of contracts with start-up meetings and appropriate allocations of responsibilities.
  • Monitor contracts in an assigned portfolio and identify possible funding gaps.

Grant/Project Management and Reporting

  • Take responsibility for donor contracts and lead the development of monthly, quarterly, annual and end-of-project reports and ensure donor and HALO standards and requirements are met.
  • Support the production of newsletters, communications materials and other reports in collaboration with other departments.
  • Ensure close coordination with HALO’s MEAL and Information Systems team; ensure that data and findings are accurately presented in the reports.
  • Monitor project progress, ensure goals and objectives are achieved and ensure adherence to grant requirements and international standards.
  • Facilitate project start-up and close-out meetings.

Partnerships and External Relation

  • Closely coordinate with Afghan national demining and victim assistance organisations to ensure smooth project implementation and capacity-building initiative.
  • Identify and build relationships with potential implementing partners and peer organisations
  • Find and analyse secondary data sources from the humanitarian sector in Afghanistan to illustrate the need for HALO’s work with partners and to increase support for demining, development, and stabilisation projects
  • Assist the HPDM with external representation and build and maintain networks with clusters, NGOs, and local donor delegations

Essential Requirements:

  • Degree in international politics, development, social sciences, or related field.
  •  Understanding of project design and high-quality proposal and report writing.
  • Basic understanding of donors and their requirements including ECHO, FCDO, Norway and UNOCHA.
  • Strong coordination and facilitation skills.
  • Excellent written and verbal English, Dari and Pashto skills.
  • Excellent with Microsoft Office applications.
  • Ability to work in a fast-paced, busy environment and maintain performance expectations.
  • Ability to meet deadlines, be self-sufficient and work under pressure.
  •  Effective communication and relationship-building with the team, other departments, and beneficiaries with due sensitivity to local culture and customs.

Desirable Requirements:

  • Experience in a humanitarian or development organization.
  • Prior knowledge of the Mine Action sector.
  • Experience in data analysis and visualization tools.
  • Experience in Communications and/or MEAL.

General:

  • Uphold HALO’s core values and standards, promoting its ethos and mission statement.
  • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding.
