2025 European Humanitarian Forum

“At the 2025 European Humanitarian Forum in Brussels, ACBAR was honored to represent the NGO community in Afghanistan during the Afghanistan panel, alongside the EU Delegation, IOM, VDO and the World Bank. The discussion focused on the ongoing returnee crisis, humanitarian funding, and principled access. ACBAR stressed that NGOs remain the first responders and continue to be the most cost-effective and agile actors in aid delivery—especially in remote and high-risk areas. We reiterated our position that the “doing more with less” narrative is not sustainable and called for predictable funding, protection of humanitarian space, and continued support to localization.
We are grateful to DG ECHO for confirming that the panel’s recommendations will inform the following pre-SOM deliberations. ACBAR remains committed to ensuring that voices from the field shape international dialogue on Afghanistan.”
