About Development Service for Afghan's Rural Urban Organization (DSARUO):

Development Service for Afghan’s Rural and Urban Organization (DSARUO) is a non-profit, non-governmental organization that works for humanity in need, with focus on women and children and is formally registered with The Ministry of Economy of Afghanistan in the year 2011 working in various fields of, Wash, Agriculture, Education, Training, Shelter, Protection, Health, Hygienic Programs, Gender Equality, Humanitarian Assistance and Emergency Relief. Development Service for Afghan's Rural and Urban Organization (DSARUO) provided humanitarian and development services for both urban and rural population of Afghanistan with selfless dedication and passion and with complete attention and concentration, attended by many influential and well-intentioned people of the time. DSARUO has performed, executed and well accomplished several different and various projects on some above-mentioned and afore-mentioned areas of works and projects.

Job Description:

The HR Officer role involves supporting the development and implementation of HR initiatives and systems, providing guidance on policies and procedures, participating in recruitment, creating onboarding plans, developing training programs, assisting in performance management, managing disciplinary and grievance issues, maintaining employee records, ensuring legal compliance, leading employee development, enhancing office efficiency, and maintaining an organizational structure and culture that promotes communication and performance. Additionally, the HR Officer will integrate PSEA principles into their work, contributing to the DSARUO's commitment to preventing Sexual Exploitation and Abuse.

Job Requirements:

  • Discuss and developed HR strategies and policies with managers.
  • Collaboratively review job descriptions with recruiting managers to effectively capture all essential job functions and required qualifications for each position.
  • Recruiting and selecting qualified candidates for job openings such as (job advertising, reviewing job applications and prepare long lists for hiring managers to shortlist.
  • Administering employee performance evaluations.
  • Thoroughly examine the shortlist to ensure that all selected candidates meet the necessary criteria.
  • Invite candidates for written tests and oral interviews, and assign staff to supervise the tests and review the marked papers for accuracy.
  • Facilitating conflict resolution and employee relations issues.
  • Maintaining accurate and up-to-date employee records.
  • Preparation of relevant HR documentation e.g. contracts, end of probation/confirmation letters, monthly reports, certificates, letters, and prepare new staff packs.
  • Developing and managing employee recognition and retention programs to promote job satisfaction and reduce employee turnover.
  • Conducting exit interviews with departing employees to identify areas for improvement and help retain top talent in the organization.
  • Assist managers in disciplinary actions including ensuring all required documentation is completed and kept on file.
  • Assisting in maintaining files for all terminated staff.

Bachelor's degree in Human Resources, Business Administration, or related field preferred.

2 to 3 years of experience in an administrative or HR Officer role is a plus.

Knowledge of HR processes, policies, and best practices.

Strong organizational and time management skills with the ability to prioritize tasks.

Excellent communication skills in English, Dari and Pashto.

Excellent communication and reporting Skill in ENGLISH IS A MUST.

Proficiency in MS Office applications, particularly Excel, Word, and PowerPoint.

Attention to detail and accuracy in maintaining HR records and documentation.

Ability to handle sensitive and confidential information with integrity.

Understanding of employment laws and regulations.

Ability to work effectively in a team environment.
