Afghanistan has made significant progress in Education sector, as per officially confirmed statistics from the Ministry of Education, today there are over 9 million students of whom %39 are girls participating in formal education – including Public and private schools, Community Based Education (CBE) in Afghanistan.

However, there are still millions out of school children face many challenges in having access to quality education and learning opportunities. Girls in particular are more on the receiving end of these challenges with limited or no  access  to  education  in  parts  of  the  country.

HHOA works at gross root level  and has expertise in delivering programs such as education, vocational skills training, child protection, gender based violence, WASH in schools and communities, healthy communities, greening Afghanistan and alternative livelihoods over the years. 

Job Description:

Responsibility:
•    Ensuring that cash and bank payment vouchers have been prepared properly and in line with project’s financial provisions.
•    Assist the Finance Manager in internal and external financial reports.
•    Coordinate with field offices with regards to payments, expenditure and fund flow.
•    Ensuring that the any request for reimbursements submitted to finance department has all required supporting documents with necessary steps and approval acquired before a payment is issued.
•    Ensuring cash boxes and bank accounts are managed with integrity, reconciled on monthly basis and differences if any are resolved satisfactorily, professionally and transparently. This may also include ensuring cash is independently and regularly counted and verified.
•    Ensuring adequate funds are available in cash boxes and bank accounts for Head office, field offices and partners in time to support smooth implementation of project activities.
•    Ensuring proper financial control over transparency on project activities and expenses.
•    Ensuring all books of account are accurately and timely updated in a professional manner, independently reviewed, reconciled and effective feedback given to relevant staff where errors or omissions are identified.
•    Ensuring timely payment process to venders and suppliers
•    Preparing monthly and annual financial reporting both from QuickBooks or relevant software.
•    Assist the Finance Manager in ensuring that all financial reports submitted to the management, donor and government are directly linked with the financial accounting system data, which is based on prime data including cash books, and supporting vouchers.
•    Ensuring monthly tax and annual tax return cleared and Government Tax system is updated in a timely manner.
•    Any other task by line manager

Job Requirements:

  • Bachelor’s degree and 4 years of relevant experience in Finance, Accounting, Compliance, or related area;
  • Experience in the use of accounting software
  • Good account reconciliation skills, including bank accounts, advance accounts, and payroll related liability accounts.
  • Proficiency in Microsoft Office (Excel), word processing.
  • Understanding of the tenets of cash control and asset management and must be able to complete timely and accurate account reconciliations.
  • To have the abilities to travel other provinces for controlling and monitoring apprentice monthly payments.
  • Very good written and oral communication skills both in local languages and English. Very good interpersonal skills: demonstrated ability to interact professionally.
