About HRDA:

Human Resource Development Agency (HRDA) is an independent, non-governmental, non-political, non-religious and non-for-profit development oriented Afghan organization. This organization has been founded in 2002, mainly dedicated to the relief as well as to bring productive and sustainable socio-economic changes in the Afghan Society at gross-root level through community participation, human resources development focusing on human rights, empowerment and mainstreaming of poor, vulnerable and most marginalized segment of the Afghan society

 

Job Description:

  1. Organization Mission and Strategy:
  • Support management of the organization’s strategic plan, budget and fundraising strategy.
  • Supervise and mentor senior staff to ensure quality work and accountability.
  • Ensure the operationalization and adherence to all HRDAs’ policies and procedures.
  • Strategic planning and implementation.
  • Create a supportive environment that fosters personal responsibility and commitment to HRDA goals and values.
  • Contribute effectively to the overall strategic visioning, conceptual development, planning and monitoring of HRDA’s work.
  1. Board Governance:
  • Assisting the Managing Director for leading HRDA in a manner that supports and guides the organization’s mission as defined by the Board of Directors.
  • Assisting the Managing Director while working with the Board of Directors to seek their involvement in policy decisions, fundraising and to increase the overall visibility of the organization.
  1. Financial Performance and Organization Administration:  
  • Direct and manage the overall operations of HRDA.
  • Working closely with Managing Director and Program Team to oversee the financial management and be responsible for ensuring quality and integrity of the systems and policies.
  • Oversee management of contracts, procurement, and operations.
  • Oversee human resource management
  • Support and oversight to the team in all program planning, budgeting, documentation and monitoring.
  • Ensure timely, accurate and quality financial and narrative reporting compliance with donors.
  • Ensure efficient and functioning operation systems.
  • Foster intra-department linkages, communication and synergies within HRDA.
  • Implement and foster adherence to the established HRDA policies, regulations, guidelines and
  • Assisting the Managing Director in procedures and strengthen transparent governance.
  • Ensure adherence to policies and statutory compliance.
  • Responsible for fundraising and developing other financial strategies necessary to support HRDA’s mission.
  • Contribute in proposal writing and reviewing of reports prior submission to donors.
  1. Organization Operations: Oversees and implements appropriate resources to ensure that the operations of the organization are appropriate.
  • Responsible effective administration of HRDA operations.
  • Responsible for signing all notes, agreements, and other instruments made and entered into and on behalf of the organization.
  1. Miscellaneous:
  • To inform the line manager at least one week before when he wants to take annual leave
  • Participating in any internal & external meetings & trainings proposed by Managing Director.
  • Perform any other tasks not mentioned in the job description when requested by Managing Director based on the requisition/ requirements of the program.
  • Acting Managing Director in the absence of Managing Director.
  1. Professional Qualification Needed:
  • A bachelor’s degree.
  • 10 years of experience, preferably in relief/development work with management and supervisory responsibilities in program, administration at senior management level
  • Experience working with and coordinating with donors agencies.
  • Demonstrated excellence in proposal and report development and writing
  • Demonstrated excellence in human resource management, particularly in a multi-cultural environment, including techniques for staff development, training, motivation, and discipline
  • Demonstrated excellence in multi-tasking, time management, and flexibility
  • Demonstrated skills and experience working within INGO finance, security and operational frameworks
  • Knowledge of best practices in project design, implementation and community participation techniques
  • The ability to take the initiative and proven ability to work creatively, innovatively and effectively to make decisions with limited direct supervision

Data sharing

As a humanitarian agency, HRDA strictly adheres to humanitarian Data Sharing Protocol (DSP) applied in Afghanistan. The sharing of data of any type of anyone associated to HRDA (Beneficiary detail, survey, assessment, reports, internal matters, confidential documents, etc. is prohibited and will require senior management approval to make sure the sharing is in line with Do NO HARM principles, DSP and HRDA data sharing policy

      Media participation

No HRDA staff can participate in any media talks, interviews, debates, information sharing in social media or in any other media. No staff can represent any HRDA activities at any media platforms without HRDA management permission.

ST/SGB/2003/13 United Nations Secretary-General’s Bulletin and Special measures for protection from sexual exploitation and abuse (PSEA)

In the light of different reports and the statement of UN Secretary General regarding PSEA and in order to take prevention measures, HRDA strictly applies the PSEA guidance and policy to all of its staff, daily wagers, contractors, consultants, volunteers, vendors, beneficiary, etc. All HRDA associates are advised to avoid any kind of sexual exploitation (SEA) and abuse of any kind while working together with HRDA. Involvement in any form of SEA and violation of any set guideline in relation to SEA is prohibited.

HRDA shall track and get information on involvement in SEA or corruption about the candidates who apply to HRDA and HRDA adopts zero tolerance policy on SEA and corruptions

Job Requirements:

Bachelor degree in social science, management and another related field.
Ten years of experience in leadership position .
Good interpersonal skills including ability to gain trust and build relationships.
Demonstrated ability to establish and maintain effective relationships and partnerships with key stakeholders.
Organizational skills with demonstrated ability to execute projects on time and on budget.
Strong interpersonal, communication, facilitation and presentation skills.
Ability to work independently and with minimal supervision.
