About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
- Manage and oversee project budgets, ensuring accurate financial planning and allocation of resources for health, nutrition, and WASH activities.
- Prepare and maintain financial reports, ensuring compliance with organizational policies and donor requirements.
- Monitor expenditures and financial transactions to ensure they align with the approved budget.
- Process payments for project activities, including salaries for staff and community health workers.
- Conduct regular financial audits and reconciliations to maintain transparency and accountability.
- Assist in the preparation of financial proposals and funding requests to secure additional resources for projects.
- Collaborate with project managers to develop financial forecasts and budget revisions as needed.
- Ensure timely submission of financial reports to management and stakeholders.
- Provide training and support to project staff on financial management practices and procedures.
- Maintain accurate records of all financial transactions and documentation for auditing purposes.
- Support procurement processes by ensuring compliance with financial policies and guidelines.
- Analyze financial data to identify trends and provide recommendations for improving financial performance.
- Liaise with external auditors during financial audits and address any queries or findings.
- Support the overall financial sustainability of projects through effective resource management and cost control measures.
Job Requirements:
- Bachelor’s Degree in Finance, MBA preferred,
- At least 4 years of professional working experience in a similar position,
- Knowledge of QuickBooks, MS Office and Internet is must.
- Excellent English, Pashto and Dari (spoken and written) skills,
- High-level proficiency in MS Office and Internet applications,
- Excellent communication and interpersonal skills.
- Punctual and hard-working, desire to meet deadlines,
- Strong Accountancy skills,
- Comprehensive knowledge of QuickBooks.
