Job Description:
Role Summary:
ActionAid is looking for the position of Humanitarian Advocacy & Research Coordinator which is open for national candidates that meet the below skills and expertise. The Humanitarian Advocacy & Research Coordinator will play a pivotal role in shaping ActionAid’s advocacy and research initiatives in the country for the delivery of program priorities as per the new Country Strategy Paper 2025-2029. The role will lead the design and implementation of evidence-based advocacy strategies and priorities, conduct in-depth research on key issues affecting vulnerable populations, and produce high-quality reports and policy briefs to influence decision-makers at local, national, and international levels. This role requires a deep understanding of the Afghan context, strong analytical skills, and the ability to work collaboratively with diverse stakeholders. The Manager will work closely with program teams, local partners, government entities, and international stakeholders to ensure evidence-based advocacy and impactful research outcomes.
Program Management:
- With the support of the program leads, s/he will be responsible for the country specific planning, implementation, and reporting of Research, advocacy and campaign programs.
- Working closely with MEAL unit to ensure program learning is generated, analysed, documented and shared within the project in line with standard reporting systems and guidelines.
- Liaise with partners and program staff to ensure relevance and quality of activities.
- Develop and implement monitoring and evaluation frameworks to assess the impact of advocacy and research initiatives.
- Document lessons learned and best practices to inform future programming.
- Contribute to organizational learning by sharing insights and recommendations.
Advocacy strategy and implementation :
- Lead the development and implementation of advocacy strategies aligned with AAA’s mission and programmatic goals in Afghanistan.
- Identify key advocacy opportunities and targets, including government institutions, UN agencies, donors, and civil society organizations.
- Build and maintain strong relationships with stakeholders to advance advocacy objectives.
- Represent AAA and support SMT in representing at advocacy forums, coalitions, and working groups at national and international levels within delegated authority.
- Support the organization’s participation in key policy dialogues, conferences, and events.
- Develop and roll out a capacity support plan for partners to translate advocacy priorities into concrete actions with key deliverables.
- Support the design, implementation, and evaluation of partner advocacy strategies.
Research:
- Lead research initiatives in line with AAA’s program and project priorities & impacts and build evidences.
- Conduct analysis on trends / issues in the project areas, with a view to informing advocacy strategies and partner support.
- Develop and ensure effective messages and clear positions are crafted and delivered to different audiences in line with the projects and the CSP thematic focus.
- Develop and maintain an excellent working knowledge of current and emerging legal and policy trends relevant to the country and partner strategies.
- Analyze data and trends to produce evidence-based policy recommendations and advocacy messages.
- Monitor and report on political, social, and economic developments affecting AAA’s areas of work.
- Ensure research methodologies are ethical, inclusive, and sensitive to the Afghan context.
- Develop high-quality policy briefs, position papers, and reports to influence policymakers and stakeholders.
- Collaborate with the communications team to translate research findings into accessible materials for diverse audiences, including media, donors, and the public.
- Ensure the inclusion of marginalized voices, including women, youth, and persons with disabilities, in advocacy and research activities.
Job Requirements:
Education & Training:
A first degree in International Development, Public Policy, Social Sciences, Human Rights, international humanitarian law or a related field.
Experience:
- Knowledge of international human rights, women’s rights and international humanitarian law.
- Advocacy experience at the national or international levels, including as part of NGO coalitions.
- Minimum of 5 years of experience in advocacy, research, and policy analysis, preferably in the context of Afghanistan or similar fragile and conflict-affected settings.
- Strong experience in conducting research, including data collection, analysis, and report writing.
- Familiarity with the Afghan political, social, and cultural context, including key stakeholders and decision-making processes.
- Experience working with international organizations, NGOs, or UN agencies is highly desirable.
Technical Skills :
- Excellent writing, editing, research and oral advocacy skills.
- Strong analytical & critical thinking, interpersonal, presentation, and written and verbal communications skills.
- Ability to work and adopt to a fast-paced dynamic work environment.
- Orientation to continuous Learning.
- Orientation to detail in work requiring effective and accurate data analysis.
- Strong commitment to the AAA’s mission, purpose, and values.

- Willingness to travel to all project locations and other locations as necessary
- Fluency in English and local languages required.
- Ability to travel within Afghanistan and internationally, as required.
