Hassel Microfinance Institution is a wholly owned subsidiary of the Agriculture Development Fund. Hassel is a standalone financial institution that provides microfinancing to the entire agriculture value chain. Hassel was established in November 2024 and received an operational license from the Central Bank of Afghanistan (DAB). Hassel is a national microfinance institution exclusively supporting agricultural and livestock businesses. Through Shariah-compliant financing products, Hassel provides accessible financial services designed for the agricultural sector, empowering both male and female clients to enhance productivity and sustainability. With a mission to uplift farmers and agribusinesses, Hassel aims to improve economic growth, resilience, and improved quality of life across agricultural communities.

The Accountant Officer will oversee all financial-related activities of HASSEL. S/he will ensure that the outlined financial policies and procedures are implemented for the project disbursements. 

Job Description:

The scope of work of the Compliance Officer covers the following specific areas:

  • Ensure the HASSEL complies with all applicable financial regulations, including DA Afghanistan bank requirements and microfinance laws.
  • Monitor changes in laws, regulations, and industry guidelines, and update policies accordingly.
  • Develop, review, and update internal compliance policies and procedures to align with regulatory frameworks.
  • Ensure all departments adhere to internal operational guidelines.
  • Conduct regular risk assessments to identify compliance gaps and potential risks.
  • Implement internal control systems to prevent fraud, money laundering, and financial crimes.
  • Identify issues like compliance concerns, risks, fraud, and data inaccuracies in the monitoring documentation by using their knowledge of internal policies and procedures in the Operations Department to identify potential noncompliance.
  • Monitor financing disbursement and collection processes to ensure transparency and ethical practices.
  • Investigate any reported or suspected compliance violations and recommend corrective actions.
  • Conduct training sessions for employees on compliance, ethics, and risk management.
  • Review the whole process and procedure to identify the compliance issues and provide training or advice as necessary.
  • Raise awareness about AML, KYC, and other financial regulations among staff.
  • Develop educational materials and guidelines for employees to follow compliance standards.
  • Maintain accurate compliance records, including audit reports, training logs, and risk assessments.
  • Submit compliance reports to regulatory bodies and senior management as required.

Job Requirements:

  • Bachelor’s or master’s degree in business administration, Economics, finance or a related field.
  • Minimum of 3 years of experience in compliance, risk management, or internal audit within financial institutions or banks or NGOs.
  • Strong knowledge of microfinance regulations, AML/KYC policies, DA Afghanistan bank regulations and financial fraud prevention.
  • Fluency in English, Pashto and Dari.
  • Excellent verbal and written communication skills.
  • Computer literate with e-mail, word processing and spreadsheet.
  • Ability to handle diversified activities at a single time
