The Afghanistan Electronic Money Institutions Association (AEMPA) is a member-driven industry body representing all Da Afghanistan Bank (DAB)-licensed Electronic Money Institutions (EMIs) and Payment Institutions (PIs). AEMPA’s mission is to advocate for financial inclusion, build public trust, and provide equal services to all members while ensuring compliance with relevant laws and regulations.
Role Overview
AEMPA is seeking a dynamic and experienced leader to serve as the Chief Executive Officer (CEO). The CEO will be responsible for executing AEMPA’s mission, advocating for the interests of the industry, managing member relations, and driving strategic initiatives that promote the growth and sustainability of Afghanistan’s electronic payments ecosystem.
Job Description:
Key Responsibilities
Strategic Leadership & Advocacy
- Represent AEMPA in discussions with regulatory bodies, including DAB and government agencies, to advocate for policies that support the digital payments industry.
- Develop and implement strategic plans to address industry challenges such as cross-EMI transaction integration, regulatory considerations for USD wallets, and outbound international transactions.
- Strengthen relationships with international financial institutions, development partners, and fintech stakeholders to support financial inclusion initiatives.
Governance & Stakeholder Engagement
- Manage AEMPA’s operations, ensuring compliance with the association’s Articles of Association and industry best practices.
- Organize and facilitate regular association meetings, maintaining active communication with all members.
- Engage with member institutions to identify common challenges and coordinate joint initiatives such as agent network expansion and advocacy for improved banking infrastructure.
Financial & Administrative Management
- Oversee AEMPA’s financial sustainability, including membership fee collection and budget management.
- Ensure proper financial reporting, transparency, and compliance with the regulatory requirements of the Ministry of Justice.
- Develop funding strategies, including securing grants or partnerships to support AEMPA’s activities.
Public Awareness & Market Development
- Lead initiatives to increase consumer trust and awareness of digital financial services.
- Advocate for government adoption of electronic money for service payments, tax collection, and public sector payroll.
- Coordinate industry-wide efforts to enhance security, interoperability, and innovation within Afghanistan’s digital payment ecosystem.
Job Requirements:
- Bachelor’s or Master’s degree in Finance, Economics, Business Administration, Public Policy, or a related field.
- Minimum 7 years of experience in the financial services industry, fintech, or digital payments.
- Strong understanding of Afghanistan’s financial regulations and mobile money ecosystem.
- Proven leadership experience in managing teams, advocacy, and stakeholder engagement.
- Excellent negotiation and communication skills, with fluency in English and Dari/Pashto.
