The Directorate General of Treasury is working under Ministry of Finance (MoF) with a total of around 600 in HQ and line ministries employees. Responsible for managing the treasury bank accounts and payment procedures, Public sector PEM and Treasury (Payment processing), Contracts Master Data Management and payments, Vendors Master Data Management (public and private vendors), Payroll and salaries payments, Budget Execution, distribution and control at all levels and Revenue collection from all sources (taxes and non-taxes) for the Government of Afghanistan (GoA) in accordance with the Public Finance and Expenditure Management Law (PFEML). Treasury’s responsibilities are divided across a Director General, 5 Directorates and 11 Sub Directorates.

After coming Islamic Emirate of Afghanistan (IEA) to the authority, treasury has made important progress in implementing financial system cross the line ministries and provinces, streamlining vendor’s payment processes, simplifying contract management lifecycle, budget execution, distribution and control and payment staff salaries punctually. These efforts include a wide range of reforms and structural changes within the treasury. 

The AFMIS Network Operations Specialist is responsible for ensuring
the continuous and secure operation of network infrastructure supporting the Automated Financial Management Information System (AFMIS). This role involves monitoring, maintaining, and optimizing network systems to support financial data processing, system availability, and user access across various locations. The specialist will work closely with system administrators, cybersecurity teams, and application support staff to troubleshoot connectivity issues, implement network enhancements, and ensure compliance with security policies and operational standards. This position requires a deep understanding of network protocols, system integration, and the unique requirements of financial management systems in a secure environment.

Responsibilities

1. Design and implement secure network architectures for managing both LAN and WAN networks in the Data Center.
2. Implement security protocols and ensure compliance with industry standards and best practices.
3. Install and configure new network equipment, such as Cisco Data Center routers, modular switches, modems, firewalls, and peripherals.
4. Configure Cisco switches to support VLANs and inter-VLAN routing to ensure efficient network segmentation.
5. Configure both static and dynamic routing protocols, ensuring optimal network routing and performance.
6. Continuously monitor network performance to proactively identify and resolve potential issues or bottlenecks.
7. Provide technical support and troubleshooting for network equipment, systems, and connectivity issues.
8. Support network management systems and related software tools for monitoring, configuration, and maintenance.
9. Offer technical solutions aimed at improving network performance, scalability, and reliability.
10. Monitor the installation and setup of infrastructure networks, including VPNs and LANs, ensuring they meet operational requirements.
11. Have a fundamental understanding of virtualization technologies and configure both Type 1 and Type 2 hypervisors.
12. Assist with configuring VMware vCenter technology, including vSAN and high availability solutions.

Education:

Minimum of a Bachelor’s degree in one of the following fields:

   • Information Technology
   • Information Systems

Work Experience:

At least 3-5 years of practical experience in:

• • Advance Routing and Switching
  • Managing LAN WAN and Network Security
  • Managing Data Center Level Devices

Preferred:

• Cisco Certified Network Associate (CCNA) certification.
• VMware vSphere 8.x Professional Certification.
