Job Description:
Job Summary
The School Feeding Project Manager reports to the WDIO Program Head. The following are the main responsibilities of the Project Manager:
Duties & Responsibilities
- Make sure that the project meets its targets, based on the set objectives.
- Lead the implementation of the project activities at the district and provincial levels, in close collaboration with local stakeholders,
- Lead field-based M&E, together with local communities, of project environmental and socio-economic impacts.
- Oversee and guide the implementation of the WDIO activities according to the policy, strategy, work plan, budget, and other guidelines.
- Ensure quality of the education projects through regular field visits, technical follow-ups, and evaluations, and also ensure preparations and follow-up of action plans within the project.
- Promote gender equality and human rights as well as nondiscriminatory attitudes concerning ethnic, political, and religious backgrounds within his mandate of responsibilities.
- Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all project activities. Ensure transparency in targeting beneficiaries, delivery of services, and participation of beneficiaries and partners in planning and monitoring of the process is reflected in program delivery
- Provide regular feedback and warnings on conflicts, and assist with conflict resolution.
- Maintain a good network with local stakeholders.
- Develop a detailed work plan for the implementation of the project based on the set milestones.
- Ensure that the provincial team has close coordination with the WDIO management team.
- Draft weekly and monthly progress reports based on the procedures and reporting templates provided by WDIO, SMT, and submit them to the relevant department at the Kabul office.
- Coordinate with the M&E team to ensure that the project is on track and meets the expectations and project objectives.
- Track project deliverables by using appropriate tools.
- Build and maintain strong/excellent relations, Coordination with relevant governmental departments, especially PED, DED, and the Economy department at the provincial level.
- Preparation and ensuring implementation of the project's monthly and weekly work plan
- Prepare monthly/quarterly logistical, financial, and M&E plans
- Ensure a strong technical relationship with program support units and support functions
- Supervise the day-to-day progress and implementation process of the project
- Ensure that each staff member in the field is on his/her duty and that the SF Program is running actively at the Provincial level.
- Understand and follow the WDIOs child protection and safeguarding policy and that awareness-raising on child protection, response, and incident reporting is occurring.
- Manage technical and operational teams.
- Coordinate and implement new employee project orientations and training.
- Initiate and perform staff performance appraisals.
- Identify staff capacity needs and undertake proactive on-the-job training to strengthen their capacity to deliver interventions.
- With support from the WDIO Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise.
- Oversee the submission of monthly cash requests for project operations.
- Ensure contractors and creditors are paid promptly.
- Any other tasks assigned by the line supervisor
Job Requirements:
Qualifications and skills required:
- Bachelor's Degree in Agriculture, Economics, Education, Social Science, or any other related field (Master’s degree is preferred)
- Minimum of 7 years working experience in similar positions as a Project Manager with national and international NGOs.
- Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
- Travel – The position will be based in Samangan with frequent travels to other provinces and the districts.
- Efficiency, result-oriented, and excellent management capabilities;
- Good time management, organizational, and conflict handling skills.
- Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
- Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
- Respect the confidentiality of the organization;
- Ability to use information technology effectively.
