Job Description:

Job Summary

The Admin & Finance Officer based in the provincial office is responsible for overall Admin& Finance-related tasks and works under the direct supervision of the Project Manager/Finance Manager.

Main duties and responsibilities:

 

  • Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.
  • Keep a regular cash book & bank statement record and be ready to report immediately on budget status.
  • Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.
  • Prepare financial reports as needed by the contracts.
  • Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.
  • Prepare the budget for the next Program if such a budget is requested.
  • To justify the advances daily and collect all the related documents supportive of the bill, and attach them to the bills.
  • To pass the daily cash transaction in the journals and for all the transactions, she/she should make sure that the related account codes and budget line codes are correct before the entry.
  • To maintain up-to-date, accurate & well-documented records of all financial transactions and make sure that documents are correct and completed.
  • To prepare, check, and review all financial documents; ensure their integrity and accuracy, and make sure that all payment bills and invoices are well calculated, codified, translated, stamped, and approved by the concerned project manager, taking into consideration WDIO Financial Policies.
  • Making sure that the monthly attendance sheet and time sheets are properly filled out at the provincial level.
  • Making sure that the days off of the staff are based on the standard formats at the provincial level.
  • To prepare monthly staff attendance sheets, time sheets & the salary sheet of staff every month.
  • To prepare and update staff personnel files at the provincial office.
  • Implementation of Admin& HR and logistics/ procurement policies and procedures.
  • Prepare administrative & financial weekly and monthly plans/reports
  • Keep an inventory of all equipment, furniture, property, and goods belonging to the project.
  • Maintain an orderly system of files for correspondence, reports, and contract-related documents.
  • Supervising support staff (Cleaners, Cooks, Gardeners, drivers, and Guards) for daily activities.
  • To look after the arrangement of meetings, workshops, and conferences of the related office
  • To maintain the copier and generator in the provincial office
  • To ensure that all utility bills (electricity, water, telephones, etc.) are paid on time.
  • To ensure that a healthy and safe working environment is provided to all staff.
  • Oversee daily office operations, ensuring all administrative systems function effectively.
  • Manage office infrastructure, including facilities, equipment, and supplies, to maintain a productive work environment.
  • Develop, implement, and maintain comprehensive filing & record-keeping systems (physical and digital).
  • Plan and coordinate internal and external events, meetings, and workshops, including scheduling, venue
  • arrangements, travel logistics, and preparation of materials (with the support of the logistics department).
  • Liaise with service providers and vendors for office maintenance, IT support, and other essential services.
  • Ensure compliance with administrative policies and procedures, updating them as necessary.
  • Any other task by the line manager.

Job Requirements:

 

  • Having a Bachelor’s degree in Economics, BBA, Accounting, Political Science, and Management, or any other relevant field.
  • Having at least 3 years of related experience.
  • Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.  
  •  Excellent computer skills- Word, Excel, PowerPoint; plus, the ability to quickly learn various reporting systems is required.
  • Strong communication skills,
  • Proficient computing skills – word processing, spreadsheet design, and presentations.
  • Efficiency, result-oriented, and excellent management capabilities,
  • Ability to solve problems and conflict resolution,
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely,
  • Excellent capacity development and teamwork skills, cross-cultural and gender sensitivity,
  • Respect the confidentiality of the organization,
