About La Chaîne de l'Espoir:
La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. The NGO has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit paediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynaecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.
The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable afghans. To do so, La Chaîne de l’Espoir:
- Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions;
- Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, and offers patients and their caretakers accommodation and food in the Women and Children House (WCH) for free.
The house has segregated common areas for men and women, private and shared rooms, a garden and a playroom.

Administration
- Responsible in managing the area of administration, documentation/filling and relevant support to the organization of international medical and paramedical missions.
- To assist the Coordination Team in convening monthly meetings by sending meeting invitation and minutes of the meeting and participating in the management team meeting.
- To assist in administrative tasks for CDE office (i.e. application of registration, license, reporting, etc) and international staff (i.e. application of visa, work permits, travel, etc).
- Tracking outgoing letters/ enquiry letters, contracts, offers and certificates.
- Responsible for ensuring that the expired expatriate work permit are returned to the Ministry office, a confirmation letter is obtained and documents securely filed in both hard and soft copy.
- Assisting line manager in any requested administrative duty.
Human Resources
- Staff recruitment:
- To assist in the recruitment process such as job description, advertising, long list, scheduling written tests/interviews, conducting references checks, sending offers, preparing employment contracts, briefing
- To assist in providing induction needed to new recruited staff, ensuring that new staff understand properly the Code of Conduct and other CDE policies before signing the agreement.
- Ensuring a proper organization on the SharePoint regarding HRs files
- Ensuring that all personnel files are complete and secured as per checklist.
- Provide advice to staff members on their rights, obligations, benefits and entitlements according to the CDE staff rules and regulations.
- To support manager in following up timesheet, attendance sheet, sick and annual leaves, absences, trainings, etc. of all the CDE staff in Afghanistan and ensuring an up-to-date record are in place.
- Following up with staff to obtain work permit, TIN, security and medical checkup from the relevant government offices.
- Preparing staff database and organigram on monthly basis and after review of line manager sharing with HQ.
- Keeping track of medical cost for all staff, informing line manager when the amount of allocated allowance increase the limit.
- Supporting annual staff appraisals in collaboration with their supervisors.
- Staff miss-conduct issue, disciplinary, dismissal
- Providing orientation to staff on PSEAH policies, supporting the warning process, and monitoring the implementation and outcomes of recommended actions
- Overseeing the exit procedure to ensure a smooth transition when a staff member's contract are ended.
- Managing workload and pressure and maintaining the confidentiality of the organization
- Other task assigned by line manager
Finance: While this section is not the primary responsibility of this position, support may be provided to the team in case needed.
- To assist in the daily cash payment to beneficiaries, suppliers and staff.
- Prepare Payment/Received Certificate and other cash transaction related forms.
- Recording daily cash/bank transactions and maintaining regular cash/bank reconciliation.
- Maintain hard financial copy of filing, ensuring proper sequence number is used for the bank and cash transactions.
- Preparing monthly payroll and generating staff pay slip.
- Assisting in preparation of monthly tax returns and transfer to bank.
- Scanning financial documents.
- Perform other related duties as required.
Reporting and representation
- In case of absence of the Head of HR/Admin/Fin represent CDE in the Human Resource coordination meeting upon agreement with line manager or Deputy Head of Mission/HoM.
- To report diligently to the Deputy Admin, Finance & HR Manager

- University degree in related subject to Administration, Human Resources
Experience
- 3 years’ experience in similar position in NGO/INGO in Afghanistan is an asset

- Good communication and interpersonal skills
- Knowledge of CDE’s and donor’s rules & procedures in finance (bookkeeping, cash management) will be an advantage

- Fluency in Pashto, Dari and English

- Computer literacy with command of Pack Office Suite (Word, Excel, Outlook)
