Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description:
The Finance Assistant – 1 is expected to contribute to compliance within the Department and the Regional Office via supporting the day-to-day financial operations. In particular, he or she will be responsible for:
- Contributing to developing a fully compliant department, via ensuring the implementation of all applicable rules and regulations including the AKHS, Afghanistan internal policies, manuals and guidelines.
- Assists the Department in providing efficient and effective services to organizational operations in the region.
- To carry out a cross check of the payments verified by the department and provide timely feedback if necessary.
- To ensure proper and timely preparation of payment documents within the Department.
- Is responsible for maintaining the Departments’ filing systems (both hard and soft copy filing) in a complete, organized and systematic way.
- To collect, process and prepare payment schedules for verified travel claims submitted by team members.
- To act as the line of contact for all dealings with the bank; this includes delivery documents, payment requests, bank to bank transfers, and others.
- To provide financial support to trainings and events management, including participation in the preparation and payments of allowances.
- To prepare bank to bank transfers, cheques and cash payment slips for payments verified by the Department.
- To act as the member of the quotation committee within the AKHS, Afghanistan Regional Office, ensuring correct representation of the department in the processes.
- To deputize for & replace the Finance Assistant 2 during his absences.
- To carry out any other task as maybe assigned by the Finance Manager or the Regional
Job Requirements:
- Batchelor degree in business administration, Finance and banking and Economics.
- Two years' experience in the field of Finance management, bookkeeping, field of internal auditee and internal control.
- Knowledge of Office Programmes (Excell, Word, PowerPoint and Outlook)
- The abilities of work under pressure.
- To be able to travel if necessary.
- To be able Speaking and writing (English, Dari and Pashto)
