About Afghanistan National Urban & Rural Development Organization:

ANURDO is a non-governmental, non-profit, non-political and non-sectarian organization whose primary purpose is to encourage the repatriation of refugees and internally displaced persons and the re-establishment of Afghan society and economy by engaging in infrastructure rehabilitation, sustainable development, and local community capacity-building activities. ANURDO is registered under registration number 4216 with the Ministry of Economy, Afghanistan Government.

The primary objective arising from this mission is to encourage repatriation by rehabilitating and constructing rural infrastructure as well as enhancing agricultural production and food availability in the target areas.

The complementary objective is to build capacity for locally directed community development by encouraging the establishment of social structures capable of identifying, evaluating, planning, and implementing solutions to perceived concerns.

Job Description:

Job Description (WASH Engineer):

Overall purpose

Increasing safe and dignified access to drinking water and promoting personal and environmental hygiene in Maidan Wardak province.

RESPONSIBILITIES

  • Effectively manage the daily activities of the WASH Field Foremen and Sub Contractor Company works in the project sites.
  • Ensure community ownership and participation in the Water Solar Network project.
  • Ensure the correct construction materials are provided and support for the WASH field foreman in a timely manner to all project sites.
  • Systematically monitor the quality of all construction activities at the district level. Water solar cistern networks and repairing the existing planed wells.
  • Report to the WASH Leader on a regular basis on the progress of field activities and outputs.
  • Ensure that beneficiary participation is included in all phases of the project.
  • Support and gather data from the field for new WASH proposals.
  • Technical training for WASH field foremen and sub-contractor company staff.

MAIN ACTIVITIES

Technical / Management:

  • Input to & adhere to a comprehensive activity plan covering the time frame of the Water Solar Network project.
  • Ensure the quality construction of all WASH structures, ensuring good maintenance and sustainable processes are put in place.
  • Ensure full beneficiary participation in the area of responsibility.
  • Ensure accurate and timely input for the reporting of activities to the WASH Leader and local authorities (including regular and project reports).

Communicate & Coordinate with the project team:

  • Host team meetings as necessary to facilitate Water Solar Network project, problem solve and complete tasks according to project timeframe. 
  • Handle all site issues, e.g., technical issues or community relations, in coordination with the Project Manager and Provincial Manager.
  • Complete activity records and site records on a regular basis, as requested.
  • Ensure good coordination with other staff working on the Water Solar Network project. 

Logistics:

  • Coordinate with WASH Leader in logistics planning for the project, ensuring the timely arrival of materials, quality of construction materials, safe storage of assets/materials, and clear up-to-date record keeping.

External Representation:

  • Maintain relationships with communities, including communications related to project activities, timelines, and support WASH field foreman in community contribution, and community and land use agreements.
  • In coordination with the management team, develop and maintain relationships with local authorities and NGOs on site, ensuring good cooperation and partnerships.

PERSON REQUIREMENTS

Educational Background

  • Higher education civil engineering graduated
  • University degree in a related field

Relevant Experiences

  • Three to five years of relevant post-graduate experience working in WASH in the field.
  • Completed maximum Three Solar Water supply networks.
  • Adept in working with local communities.
  • Supervisory and training experience on the job.
  • Experience with working with NNGO or an INGO or other organizations
  • Experience in delivering DRR and/or other relevant work.

Language Skills

  • Fluent in spoken & written Pashto/Dari and English.          

Computer Skills 

  • Good basic working skills with Microsoft Office, this will be tested at the interview and AutoCAD.
  • Experience using Online Surveys via Tablets or other tools.
